Context:

Labour Mobility and Human Development (LHD) programming at IOM Libya is implementing three key initiatives: Phases I and II of the Regional Development and Protection Programme North Africa Development Pillar (RDPP NA DEV) and the LHD component of the ‘Protecting Vulnerable Migrants and Stabilizing Communities in Libya’ (EUTF) initiative.

Under the direct guidance of the Labour Mobility and Human Development (LHD) Programme Manager and the overall supervision of the Chief of Mission, the successful candidate will coordinate TVET project implementation as well as develop livelihood training toolkits for IOM Libya’s partners and draft thematic reports related to these activities.

Core Functions / Responsibilities:

The Consultant will have the following responsibilities:

  1. Coordinate and implement TVET project activities with international expert team to ensure timely implementation of TVET activities as per agreed work plans and budget, in compliance with IOM and donor standards.
  2. Act as focal point to liaise with the relevant Government counterparts, TVET centres and local partners (including private companies) to support in creating linkages for and effective project implementation.
  3. Analyse challenges and closely coordinate with relevant stakeholders to revise work-plans if needed; facilitate timely reporting as per IOM and donor requirements.
  4. Prepare a thorough employment referral pathway between TVET centres and private companies, to refer and enrol newly trained youth (incl. trained vulnerable mobile population) to vacant/needed skills in private sector.
  5. Provide technical assistance to develop livelihood training toolkits for economic recovery programmes, targeting vulnerable mobile population and unemployed youth in local remote areas.
  6. Organize livelihood capacity building training to staff and other potential trainers from nongovernment sector and CSOs on entrepreneurship development, employment counselling and economic recovery programmes.
  7. Compile and disseminate information on project achievements, problems encountered, pertinent developments and strategic needs to further reduce gap between required and acquired skills in Libyan labour force.
  8. Ensure timely project delivery by monitoring and following up on project deadlines, and financial and narrative reporting requirements in accordance with IOM Rules and Regulations.
  9. Create templates for monitoring and evaluating TVET and livelihood support activities, institutionalize them and build staff capacity to administer the activities.
  10. Create and administer a media plan for ensuring adequate visibility of TVET and livelihood capacity building activities.

Tangible and Measurable Outputs of the Work Assignment:

  • Design of TVET implementation plan and referral pathways with private companies
  • Development of livelihood training toolkits for economic recovery programmes
  • Design and deliver 3 livelihood capacity building trainings.
  • Create templates for monitoring and evaluating TVET and Livelihood activities

Performance indicators for evaluation of results

  • Coordination of meetings, outline of project goals and outcomes of meetings.
  • Quality of the report (e.g. sound research methodology, clear and clean texts, adherence to the policy discussion, and level of innovation);
  • Punctuality of the submission of the deliverables.
  • Level of adherence to the objectives.
  • Periodic and regular update on the progress.
  • Attendance and quality of the presentation made at the country level meetings/workshop.

Required Qualifications and Experience

  • Master’s degree in a field of study related to Humanitarian Law, International Law, Human Rights or a related field from an accredited academic institution with relevant professional experience.
  • Minimum of 4 (four) years relevant work experience.
  • Prior work experience with an international organization Prior work experience with an international organization and/or providing technical assistance to national authorities and civil servants is an asset.
  • Strong and demonstrable interest in humanitarian issues.
  • Experience in employment capacity building.
  • Ability to design and deliver training programmed.
  • Good understanding of gender and issues around gender-based violence.
  • Excellent writing, communication, negotiation and analytical skills.
  • Ability to prepare clear and concise reports.
  • Strong creative and strategic thinking.
  • Excellent ability to prioritize tasks and strong organizational skills.
  • Good knowledge of project development, management, and evaluation concepts and procedures is a strong asset.
  • Good level of computer literacy.

Languages

Fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.
