Job Description
. General Background

The Senior Protection Assistant normally reports to the Assistant Protection Officer. The incumbent monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support. The Senior Protection Assistant provides quality, timely and effective protection support to persons of concern (PoC) and identifies opportunities to mainstream protection methodologies and safeguards in operational responses. The Senior Protection Assistant also ensures that PoC are involved in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern and other colleagues.

2. Purpose and Scope of Assignment

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity.

Within the Field Protection Unit, the incumbent has to cover the following duties/task:

¿ Conduct regular and systematic visits to detention centers in Tripoli and outside Tripoli for protection monitoring, identification for referrals, verification.
¿ Update the relevant reports associated to each location in order to feed protection reporting requirements and the various reports produced.
¿ Conduct verification exercises before transfers, evacuations or relocations to locate individuals who are on a given ETM/or HC manifest and finalize all relevant procedures.
¿ Participate in rotational basis with FPU staff in RAS intervention.
¿ Protection monitoring and identification of vulnerable PoC at DCs and DPs for further referral to technical units or other partners and follow up.
¿ Conduct systematic counseling and awareness raising sessions for PoC at DCs.
¿ Provision of general information about UNHCR services.
¿ Distribution and dissemination of leaflets with useful information.
¿ Verification/Updating of ProGres data as needed.
¿ Conduct protection monitoring through use of relevant Kobo forms

3. Monitoring and Progress Controls

To achieve the job requirements, the incumbent will have to rely on technological awareness in data recording and reporting. They will also have to have good drafting and analytical skills to report on the situation of individual POCs and identify trends.

The incumbent will have to have good verbal communication skills as well, to enable effective counseling. Previous experience in counseling in a humanitarian setting will be of added value.

This is a desk-based position, which will mostly entail from the incumbent to respond to tasks and undertake associated tasks with the enhancement of hotline efforts. They will also respond to queries received through social media and instant messaging as well as other sources as needed.
