GENERAL INFORMATION

The Embassy of the Kingdom of the Netherlands to Libya is enlarging its Tripoli-based team through the recruitment of a Senior Policy Officer. Together with the rest of the policy team, the new colleague will support the Embassy’s work on priority themes like the international legal order, human rights, peace, stability, security, migration, European cooperation and sustainable trade and investment.

The Senior Policy Officer (SPO) is primarily responsible for helping to develop policies and manage programs on rule of law, justice, human rights, migration, governance, security sector reform, and stabilization.

Tasks include – but are not limited to:

  • Advising on, managing and monitoring the implementation of ongoing projects;
  • Pro-actively analysing and reporting on relevant political, judicial and social developments in Libya;
  • Identifying potential partners and promising projects;
  • Assessing proposals and carrying out administrative tasks related to projects’ approval and closing procedures (drafting internal approval documents, contracts, etc.);
  • Translating Dutch ministerial policy frameworks into proposals for action by the Embassy;
  • Maintaining a solid network in the political and judicial field, civil society, Embassies, UN, INGOs;
  • Drafting speeches and providing input for meetings;
  • Representing the Embassy and reporting on relevant seminars and meetings;
  • Organizing embassy events, meetings and incoming missions;
  • Contributing to Embassy reporting and to public diplomacy (i.e. social media accounts).

The SPO will work under the supervision of the deputy Head of Mission and is expected to work closely with the other (expatriate and local) policy officers, based in Tripoli and in Tunis. As the Embassy team is small and work diverse, the SPO is expected to be flexible and comfortable with contributing to general tasks of the Embassy and working on other priority themes, depending on needs. The position requires occasional travelling between Tripoli and Tunis, to the Netherlands or elsewhere.

 

WORKING ENVIRONMENT

The Netherlands operates its Embassy for Libya from an Embassy office in Tripoli (Tajoura) and from Tunis. The Embassy team is dynamic and diverse. Three full-time expatriates (Head of Mission, Deputy Head of Mission, Second Secretary) rotate between Tripoli and Tunis. Six local employees are based in Tripoli: a policy team and an operational management team. Three expatriate regional policy officers (migration, security, rule of law) and the Defense Attaché and Police Liaison work from Tunis. The new Senior Policy Officer will work from the Embassy office in Tripoli, taking COVID-19 measures into account.

The Embassy applies a “One Team” approach. This means an atmosphere of trust, transparency and cooperation amongst all staff members. Each staff member is valued for taking on responsibility, initiative and showing flexibility to guarantee good team work and high quality output. The Embassy works closely with colleagues of the Ministry of Foreign Affairs in the Netherlands. The working language is English.

 

JOB REQUIREMENTS

  • University degree in a relevant field;
  • Minimum 5 years of relevant work experience in policy development and project management;
  • Demonstrable understanding of / experience working on: rule of law, justice, human rights, migration, governance, security sector reform, and stabilization (or a selection of these fields);
  • Affinity with the Netherlands, its foreign policy priorities, and Libyan – Dutch cooperation;
  • Good understanding of the political, judicial and social context in Libya, skill in assessing their policy implications and in translating this into policy advice and plans;
  • Strong networking skills and a well-developed network across all socio-economic layers of Libyan society;
  • Excellent analytical, writing and communication skills;
  • Fluent in spoken and written Arabic and English;
  • Computer proficient (Word, Power Point, Excel, Outlook);
  • Working experience in an international environment is considered an advantage.
