CONTEXT :

The Regional Maghreb program includes Tunisia, Morocco and Libya.

The program has an annual budget of around 6 million euros, distributed among different projects implemented in the 3 countries and which concern various themes such as mental health, rehabilitation, reduction of armed violence, inclusive education. , socio-economic integration, disability management, etc. This program thus implements development cooperation projects, humanitarian aid and the reduction of armed violence intended to improve the living conditions of people with disabilities and of people belonging to other vulnerable groups, in particular. women, children, and migrants.

The position is based in Tunis, with trips to other countries (if the health situation and travel conditions allow).

The position integrates the regional coordination team (senior management team) made up of the Regional Program Director, the Regional HR-Finance Manager and the Regional Logistics Manager, and as such participates in the reflection on the strategic issues of the regional program. .

HI is looking for a regional development officer for 12 months

YOUR MISSION :

Under the authority of the Program Director (pending the recruitment of a Manager of the Technical Unit), and in close collaboration with the Country Managers and the Operations Managers, you design the strategy for

fundraising from the program you are attached to. You identify funding opportunities and lead the process of developing concept notes and project proposals, up to submitting documents to donors (public institutions, foundations and the private sector).

In this context, your missions will be as follows:

1. You participate in the strategic development:

  • You observe donor strategies and priorities in order to anticipate calls for proposals and identify opportunities for submissions;
  • You interact with identified donors to understand their perception of HI’s current programming, and identify their areas of interest in order to target fundraising actions;
  • You observe the research and development projects of other organizations, including INGOs, the UN and the government, with a view to identifying trends to be taken into account in the development sector to develop competitive proposals;

You participate in the development and monitoring of the operational strategy, with a particular focus on the fundraising action plan and internal project documents.

2. Relationship management:

  • You work with the Program Director and Country Managers to strengthen HI’s attractiveness and influence, by developing essential relationships with relevant decision makers in government, national and local organizations, donors and major international organizations ;
  • You develop active and quality working relationships with donors and strategic partners in the country;
  • You promote HI’s technical positioning, approaches, know-how and skills within the networks concerned with a view to developing consortium agreements;
  • You feed the “Funding needs” tool (“Funding needs” on HINSIDE) to ensure that the needs of the program are fully understood by the headquarters / national associations, and prepare supporting documents, such as “project sheets” and / or the “donor files”;
  • You manage the program’s customer relations policy and ensure that it is updated if necessary.

3. Development of proposals:

  • For new projects: You lead the drafting of the project proposal to be submitted to the donor, in accordance with HI’s proposal writing process and tools (PD-tool, project development tracking tool, etc.), including development of: logical frameworks, MEAL plan, narrative description of the technical approach, planning, staffing and budgeting;
  • For the renewal of existing projects: you manage the initial kick off and distribute responsibilities; contribute to the drafting of project proposals, under the direction of the Project Manager / Ops Managers / Country Managers;
  • You work in coordination and collaboration with the shared services at headquarters, the national associations of HI (Project Support Officers) and technical staff and ensure that their contributions are duly incorporated into project proposals;
  • You identify, where applicable, relevant / competitive terms of agreement (consortia, multinational projects, etc.) and facilitate negotiations;
  • For consortia: you ensure coordination and communication, and manage the contribution of actors during the development of the project;
  • You check the project proposal / concept final score before submission, with regard to compliance with directives and donor expectations, consistency between the budget and the technical description, and overall quality;
  • You proceed (if necessary) to the final submission of concept notes and project proposals to donors.

YOUR PROFILE :

You hold a Master’s degree in the field of development and humanitarian aid

You have 5 years of experience in the development of humanitarian projects and the relationship with donors (including experience in developing consortia)

You are able to negotiate and represent the organization internally and externally

You master the techniques of advocacy and mobilization and management of partnerships

You are fluent in English and French both orally and in writing

You demonstrate pragmatism and adaptability as well as resistance to stress

SPECIFICITIES / PARTICULARITIES OF THE POSITION:

Security risks are low, with vigilant attacks in Tunis and in the south of the country which instead target the Tunisian police and defense forces.

Living and security conditions in Tunis are comfortable. All the necessary products can be found there, based on a European standard.

Tunisia is currently going through a serious health crisis linked to the COVID 19 pandemic, the management of which remains complex in Tunisia.

· International Agreement of 12 months ideally from 1 st September 2021

· Salary : from € 2,840 gross / month depending on experience **

· Per diem : 431.33 € net / month – paid in local currency on the ground **

· Paid leave : 25 days per year; R&R : 1 day per month **

§ Coverage of transport costs, visas and transport of your personal effects (from 12 months)

§ From 12 months of mission a child allowance of 100 € paid from 2 dependent children

open to couples ( from 3 months of mission ) **

§ Cover for visa and travel costs for the accompanying person, insurance if not covered

§ For a mission of more than 18 months: payment of an annual return ticket home
