Employment: Full Time
This is an excellent opportunity for an experienced Procurement Manager – Oil & Gas with a leading Supply Chain company based in Dubai. Reporting to the Director or Procurement you will be responsible for all direct procurement across the region.

The ideal candidate will have experience in supply chain and procurement with an emphasis on supporting Oil & Gas projects in the Middle East. Ability to work independently with minimum direction, meet deadlines and represent and explain company operations to prospective suppliers.

You will lead strategic sourcing efforts with Oil & Gas suppliers in the Middle East, proficient written and oral English, with excellent leadership and/or supervisory positions required.

A major focus of this role will be understanding commodities, pricing, managing complex relationships with long term partners, and as well as managing complex data.

This is a role based in Tripoli.

Requirements
Duties & Responsibilities:

• You will be responsible for overseeing a team of buyers with varying degrees of Oil & Gas procurement experience, with the ability to mentor less experience staff from a technical and commercial perspective.
• Analyze full technical tenders and develop commercial Bill of Materials (BOMs) to enable procurement specialists to issue Requests for Quotes (RFQs).
• Accountable for development and approval of Bid-Lists and purchase orders up to certain limit of authority. Responsible for development of procurement strategies.
• Review vendor quotes and evaluate for technical compliance with client requirements and make aware recommendations to clients, considering client criteria including Total Cost of Ownership.
• Interface with buyers and suppliers to ensure complete and accurate submittals are received and evaluated in order to meet client deadlines. Ensure awards of Contracts and Purchase Orders are in compliance with customer specification.

Identify suppliers of goods and services
Negotiate terms with suppliers such as price, quality of goods, deadlines, expectations, etc.
Liaise with suppliers and project managers regarding updates and details of goods
Create purchase orders and tally these with supply requests and orders
Analyze invoices to ensure accuracy of goods delivered
Monitor inventory to ensure the flow of goods remains positive
Attend meetings with the legal department to ensure any contractual obligations are favorable to the company
Work closely with the projects team to understand details of procurement requirements

Qualifications for Procurement Specialist

Skills:

The ideal candidate will be:

• Degree educated with at least 5-6 years experience within a similar supply chain organisation, with Oil & Gas environment.
• Will be have the ability to act in a “customer facing” role and comprehend challenges of company customers and recommend solutions.
• Deep technical knowledge of Oil & Gas tendering process, with strong ability to translate detailed technical documentation and drawings into commercial item requirements for procurement.
• Knowledge of Middle East Oil & Gas Supplier market necessary.
• You will have sourcing, purchasing, risk management and vendor management experience.
• Must be computer literate with good oral and written communication skills in English.

Degree in a related field preferred
Proven experience working as a procurement specialist in the same area required
Additional certification in the field of procurement desired
Strong knowledge of the industry and market conditions
Excellent written and verbal communication skills
Impeccable negotiation and problem-solving skills
Exceptional interpersonal skills and rapport building
Flexible to work long hours as demanded by projects
Able to travel to meet vendors and suppliers as necessary
