TERMS OF REFERENCE – PHOTOGRAPHER IN LIBYA

 

  1. BACKGROUND

Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.

As part of its projects aiming at strengthening the resilience of the most vulnerable populations affected by ongoing conflicts, Première Urgence Internationale (PUI) has been operating in Libya since 2017, particularly in the regions of Benghazi and Al Kufra. PUI program targets both Libyan and non-Libyan populations including internally displaced people, the host communities, migrants, refugees and asylum seekers. The main organization’s activities in the country include the provision of primary health care, psycho-social support, water, sanitation, and hygiene, and protection in order to promote health and well-being amongst the targeted populations. In addition, PUI conducted several rehabilitation projects to allow the reactivation of the public health services in multiple locations in eastern Libya.

In order to boost the visibility of our activities, and to guarantee a good qualities of photos and audio-visual materials, we are hiring a photographer on a one-year framework agreement. The services of the photographer will be requested on need-basis. Details of the needs and required outputs will be detailed on the description of every mission assigned to the photographer.

 

  1. EXPECTED communication deliverables

Under the direct supervision of the Grants and Communication Manager, the photographer will be required to:

  • Join PUI’s team in its daily implementation of activities and document the different components of intervention.
  • Capture high resolution images of PUI’s project activities in various parts of the country (Benghazi and Al Kufra).
  • Provide PUI with high quality photographs on shareable format – Quantity to be defined on need basis / upon request.
  • Provide PUI with high quality videos to highlight the organization’s intervention and the overall situation in the field.

 

Depending on the needs, the photographer will be requested to deliver communication material in in Benghazi and / or in Al Kufra. Accommodation and transport to Al Kufra (departure: Benghazi) will be provided by PUI.

The expected communication deliverables are detailed below:

Mission Duration Expected outputs
The assignment will cover 03 working days with at least 01 day dedicated to field visits. The rest of the time has to be dedicated to selection, edition, classification and compilation of photographs. ·   20 high quality photographs on shareable format.

·   The Photos should be accompanied by brief captions relating to the subject of the picture and an explanatory sheet giving background information about the photos (date, country, city/region, activity, name and role of the person on the photo if applicable).

The assignment will cover 20 working days with at least 5 days dedicated to field visits. The rest of the time has to be dedicated to selection, edition, classification and compilation of photographs. ·   100 high quality photographs on shareable format.

·   The Photos should be accompanied by brief captions relating to the subject of the picture and an explanatory sheet giving background information about the photos (date, country, city/region, activity, name and role of the person on the photo if applicable).

The assignment will cover 10 working days with at least 03 days dedicated to field visits. The rest of the time has to be dedicated to the edition, classification and compilation of videos. ·   1 short video short video (3 minutes max) showing the reality of the field (landscapes, humanitarian operations, staffs or beneficiaries).

·   The videos should be accompanied by a caption a sheet giving background information about it (date, country, city/region, activity, names of the people on the video if applicable).

The assignment will cover 20 working days with at least 07 days dedicated to field visits. The rest of the time has to be dedicated to the edition, classification and compilation of videos. ·   1 long video (10 – 15 minutes) with testimonies of PUI staff to highlight PUI intervention in the targeted sites.

·   The videos should be accompanied by a sheet giving background information about it (date, country, city/region, activity, names of the people on the video if applicable).

 

 

  1. Important points to take into consideration
  • The Photos / videos should be accompanied by brief captions relating to the subject of the picture and an explanatory sheet giving background information about the photos (date, country, city/region, project, name and role of the person on the photo if applicable) – Explanatory sheet template will be provided by PUI and filled in by the photographer.
  • The communication deliverables should respect people’s privacy and dignity.
  • A specific attention should be put on PUI and its donor’s visibility.
  • The “Authorization to use image, voice and name” must be signed by the people who will be photographed / filmed prior to taking any photos / videos – document will be shared with the photographer.
  • Deliverables must respect PUI’s policies that will be fully detailed upon signature of contract agreement – PUI guidelines will be shared with the photographer.

 

  1. DURATION OF THE CONTRACT

The “framework agreement” will cover a period of 1 year – renewable depending on the needs of the organization and the available funds.

An assignment description specifying the needed outputs and deadlines will be shared with the photographer prior to every mission.

 

  1. SKILLS AND EXPERIENCE
  • Provable experience in Photography and Video shooting
  • Libyan nationality
  • Excellent command of English
  • Ability to understand and portray the humanitarian intervention into local environment respecting cultural norms.
  • Ability to work in close coordination with other team members.
  • High degree of integrity and professional responsibility.

 

  1. Necessary means

Provided by Première Urgence Internationale:

  • Accommodation and transport to Al Kufra (departure: Benghazi)

Photographer’s responsibility:

  • Laptop & Photographic and video equipment

 

  1. CONTRACTUAL ARRANGEMENTS AND SUPERVISION

The applicant will be hired under Premiere Urgence Internationale Libya terms of contract. PUI shall provide necessary support to the consultant, including transport and accommodation for missions outside Great Benghazi, as well as the guidance of the field teams to facilitate the execution of the assignment during the duration of the consultancy in the different sites of intervention targeted by PUI’s projects.

The successful candidate will administratively be under the overall supervision of PUI Deputy Head of Mission but will report directly to the Grants and Communication Manager. He / She will have to respect the security rules of the organisation as per indications of the Deputy Head of Mission in Libya.

 

  1. INTELLECTUAL PROPERTY

The copy rights for all these photographs / videos remain with Première Urgence Internationale. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of PUI. The deliverables under this agreement shall not be will be archived as communication material for further articles, videos, events or any communication project.

 

  1. REMUNERATION

Payment shall be made, on mission basis, in two instalments of:

  • 30% upon submission of mission acceptable drafts,
  • 70% Final payment upon submission of the final outputs, incorporating suggestions and recommendations from PUI.

 

  1. Expected supporting documents for application

Applicants are required to submit the following documents:

  • Technical and financial detailed offer: Proforma invoice with the details of the proposed service and detail of the proforma (please provide the unit price for every deliverable mentioned above).
  • CV
  • Cover letter in English.
  • Examples of work completed over the last few years (at least picture material and videos).
  • Please detail which support would be requested from Première Urgence Internationale.
