Main Purpose |
Implementing and supervising an infection control program in a project or health facility, according to MSF protocols, safety and IPC measures, in order to ensure quality of care and safety of patients, caretakers and staff |
Accountabilities |
• In collaboration with each service activity manager, maintaining and supporting the day to day implementation of the standard precautions in health structures in all departments including sterilization, laundry and kitchen, and providing technical supervision, training and support to the staff on IPC related issues using existing tools such as audits, checklist, surveillance
• Implementing and monitoring adherence to additional precautions for air, droplet and contact transmissible diseases when indicated. Based on a given patient-diagnosis, evaluating the need and supporting the implementation, if needed, for additional precautions in collaboration with the medical team and act accordingly • Implementing as planned, the correct ‘clean and dirty flows’ inside the health facility. Ensuring that environmental standards in the facility are respected (bed spacing, number of handwashing stations, waste management, air purifiers, room ventilation etc.) and together with the Nurse Supervisor, NAM and Log Manager ensure that the essential requirements are available in the TB unit and OPD. • Guaranteeing compliance to aseptic care techniques and to the correct use of antiseptics, disinfectants and detergents • Checking the consumption and the quality of IPC materials and equipment, including cleaning materials and equipment, PPE, etc • As member of the Infection Control Committee, participating in and supporting the development and following up the Infection Control Action Plan. • Supervising the team under his/her responsibility and participating in the associated HR processes (e.g. recruitment, training/induction, evaluation, potential detection, coaching, development and communication) in order to ensure both the sizing and the amount of knowledge required. • Reporting any irregularities to NAM or PMR and producing reports with information recommendations for the monthly medical reporting Note: IPC standard precautions include Personal Protective Equipment (PPE), hand hygiene, prevention of accidental exposure to body fluids, safe and appropriate treatment of re-usable medical devices, waste management, cleaning and disinfection of surface and environment, respiratory hygiene and individual hygiene for staff, caretakers and patients IPC essential requirements include water supply, solid waste and waste water treatment/disposal, latrines and shower facilities, dead bodies management, vector control and medical waste management |
MSF Section/Context Specific Accountabilities |
In collaboration of N.A.M:
· Perform tasks associated to his/her speciality, within OPD and TB unit when required. · Ensure high quality of IPC in the OPD and TB unit and ensure strict implementation and adherence to MSF protocols; · Supervise the Sterilization technician reporting to NAM · Implement all the protocols and hygiene procedures and supervise his/her team to follow the same standards; · Monitor that the daily, weekly and monthly tasks of IPC officer/sterilising technician and hygiene agents, ensuring a high standard of work. · Monitor adherence in TBU for patients requiring additional precautions i.e MDR TB patients · Ensure good communication and collaboration within his/her team and with the other teams working in the OPD/TB unit, including medical doctors, nurses, psychologist, social workers, watch men, drivers, etc. · Give feedback and reports to the NAM and take part in the implementation of new strategies · With the NAM, evaluate the performance of his/her team, and define and ensure the needs for training of staff; · In collaboration with the NAM and the Pharmacy/ Stores Supervisor, supervise the stock in his/her clinic(s) including orders, reception and storage; · Collaborate with the medical doctors in the clinics, sterilization team, social workers and health promoters, physiotherapists, etc. · Ensure ethical and non judgmental approach towards the beneficiaries. · Perform regular audits on staff/patient complaince in regards to IPC, sterilisation and aseptic techniques · Ensure correct use of FFP2 and surgical masks, and that fit testing for new staff has been conducted · Maintain effective crowd control at the TB Unit to ensure only necessary and approved personnel walk though the ward for the health and security of all concerned. · Monitor the laundry service and ensure the items delivered are being returned back. · Monitor proper waste segregation and management; including collection, in close collaboration with the logistic department. · Participate in Infection Control Committee meetings.

Requirements | |
Education | Nurse or midwife (or equivalent), Medical, Microbiology or laboratory technician diploma |
Experience | • Experience in advertised position is highly recommended
• Preferable: Previous working experience working with MSF or other NGOs • Experience working with TB is an asset

Languages | Good knowledge of English and Arabic both spoken and written is essential. |
Knowledge | Essential computer literacy (word, excel and internet)
Training on infection prevention control or nosocomial infection
