Job Description
Specific tasks and responsibilities
- Recruit key project staff in accordance with Cesvi recruitment guidelines
- Authorize vacations for the local staff
- Conduct annual evaluation for the staff.
- Mitigation of conflicts among national staff
- Supervising order of the national staff including updates about, personal information, contracts, Code of conduct, ToR, Timesheet, and criminal record clearance statement.
- Insuring database is updated with relevant information of the start of contracts, end of contracts and civil status.
- Ensuring that the HR files are complete and records of vacation are kept in order
- Follow up the health and accident insurance for the national staff as Cesvi focal point.
- Overviewing the preparation of interviews and appointments, preparation of contracts and related documentation for project national staff (payroll, salary payments and payslips).
- Notifying to the Project Managers of contracts due for renewal
- Reviewing contracts amendments prior to manager approval
- Supervising management of national staff leaves (annual, sick, compassionate etc..), and keep track of leaves balance in the personnel files.
- Manage the use of leave by staff to prevent undue levels of accruals.
- Ensuring staff contract database is updated.
- Focal point for legal issues related to Cesvi personnel.
- Focal point for Ministry of laborentrusted with keeping a healthy relationship and attending any relevant meetings requested.
- Identify suitable and relevant short-term training courses for national staff and inform the base line manager accordingly.
- Responsible for dissemination and follow up of Performance Evaluation Reports.
- Envolved in warnings process in coordination with the relevant PM.Ensuring uniform use of updated templates, forms.
- Conducting interviews to national staff,
- Focal point with all auditors for HR part.
- Plan and supervise any internship programs
- Insure any requested docs by the national staff (employment letter, recommendation letter, work certificate, etc.) are provided.
- Arrange and ensure a proper termination of national staff contracts following the legal terms.
- Ensuring the Staff and contacts lists to be updated always.
- Coordinate any staff events for ex: closure of the year event.
- HR procedure training to all staff when it’s needed.
- Responsible for any HR meetings to coordinate with the Expats or Supervisors.
- Reviewing monthly payroll,payslipsand salary payment notifications.
- Focal point for social security department overseeing ongoing relationship including staff cards issuance.
- Ensuring relevant documents access for administration as needed.
Duty station: Tripoli and surroundings, including visits to other Cities in Eastern Libya, (Misurata-Zwara) if security allows.
