Job Description

SCOPE OF WORK: For the position of Health Manager – Eastern Libya, IRC seeks a highly qualified public health professional with strong experience managing health programs in volatile, conflict-affected contexts. The Health Manager collaborates with healthcare professionals, administrative staff, and stakeholders to develop and implement strategies that promote efficient operations, patient satisfaction, and compliance with healthcare regulations and standards. S/he will also coordinate with other members of health sector-related coordination and working groups involved in the emergency response and recovery efforts in Eastern Libya. Strong candidates will have experience managing clinical teams and strong project management skills, including designing work plans, monitoring and evaluation plans, budgets (budget management, spending tracking, forecasting), and program report writing.

The Health Manager will report to the Health Coordinator, and will have up to five direct reports. The position will be based in Benghazi, Libya with regular movement to other locations, e.g., Shahat, Derna, Albida, Sousa, Almarj. S/he will work closely with the supply chain department and pharmacy/warehouse team in preparing and reviewing medication lists, ensuring procurement meets the right specifications and that stocks are managed appropriately.

DUTIES AND RESPONSIBILITIES

Program Management and Oversight
Develop and implement strategies to improve the delivery and quality of healthcare services.
Manage and coordinate the daily operations of healthcare programs, departments, or facilities.
Ensure compliance with healthcare regulations, standards, and policies.
Develop and monitor budgets, financial reports, and resource allocation to optimize efficiency and cost-effectiveness.
Work with local health authorities to conduct in-depth Organizational Capacity Assessments (OCA) and develop tailored health facility improvement plans that address gaps identified during needs assessment and are aligned with the DHO priorities.
Leveraging learning from the supervision toolkit pilot developed by IRC in collaboration with the PHCI, work with key stakeholders to adapt tools, select and train mentors on their utilization, and provide supervision and mentorship during the essential package of health services roll-out.
In coordination with the PHCI and other relevant departments at MoH, organize training in leadership and management (e.g., HR management, pharmaceutical and supply chain management, DHIS-2) and quality service improvement based on ESP quality of care tools.
Monitor mobile medical activities and following up with referral facilities toward ensuring continuity of care for acute and emergency cases.
Coordinate emergency response activities with government agencies and private partners; develop emergency response plans and procedures to ensure preparedness; and manage and coordinate resources required for emergency response.
Evaluate the outcome of emergency response and review existing emergency plans for weaknesses.
Participate in proposal development for health program to ensure consistency and integration of community health programs with other health programs.
Support identification of local health implementing partners and the development of new working relationships.
Actively cultivate and maintain productive working relationships with key stakeholders in the east of Libya, such as government actors, UN agencies, international and local NGOs, and other pertinent actors, in coordination with the Field Coordinator.
Submit quality timely reports as required to the health coordinator as may be required, contribute to donor reports and situation reports, and participate activity in project cycle management meetings.

Technical Monitoring and Program Quality
Ensure high quality health interventions in line with national and international standards, and national health protocols and guidelines.
Identify clinic trends and develop mitigation measures to address programmatic gaps and improve overall quality of care, including IPC measures.
Work with MEAL to develop and plan for health program-related surveys and assessments. Lead the implementation of needs assessments and support the technical design of such assessments.
Ensures proper documentation and filing in collaboration with the medical/health facility staff.
Monitor and evaluate program indicators, objectives, outputs, and impact and suggest changes according with the findings.
Maintain accurate, up-to-date records of healthcare activities, policies, and procedures.
Ensure that proper drug management systems are in place and liaise for technical assistance as needed for all strategic aspects of drug management and supply.
Ensure IRC health programming in the East gathers and responds to client and partner feedback toward enhanced accountability.
Stay informed about advancements and trends in healthcare management, regulations, and technologies.
Staff Management and Capacity Development
Recruit, train, and supervise local healthcare staff, ensuring adequate staffing levels and competency.
Foster a culture of quality improvement and patient safety, implementing appropriate measures and protocols.
Provide supportive supervision to supervisees, including development and monitoring of regular work plans.
Conduct regular 1:1 with direct reports.
Develop staff development plans based on performance reviews in collaboration with the human resources department.

KEY WORKING RELATIONSHIPS:
Position Reports to: Health Coordinator
Position directly supervises: Senior Medical Team Leader (potential to manage up to five direct reports)

Qualifications

Job Requirements:

Master’s degree preferred in healthcare administration, public health, or a related field with at least three years relevant experience; Bachelor’s degree in medicine and surgery (MD equivalent)
Experience in emergency management, disaster response, and/or public health emergency preparedness, and emergency response frameworks.
Experience in healthcare management or administration, preferably in a supervisory or leadership role.
Excellent organizational and program management experience, including with staff workplans, budget management and monitoring and evaluation.
Knowledge of healthcare regulations, standards, policy, delivery models and best practices, with strong understanding of healthcare operations, financial management, and quality improvement processes.
Excellent organizational and time management skills
Effective communication and interpersonal skills to collaborate with diverse stakeholders and build relationships.
Analytical and problem-solving abilities to identify issues, develop solutions, and make informed decisions.
Excellent computer skills in programs such as: MS Word, Excel, PowerPoint and proficient in using healthcare management software, electronic health records (HER, DHIS2), and other relevant technology.
Ability to adapt to changing healthcare environments and embrace innovation and process improvement.
Experience in pharmacy management is a plus.
Fluency in Arabic and English
Positive attitude.
