JOB DESCRIPTION – FORENSIC SPECIALIST 1:

Forensic Specialist 1, under the supervision and in coordination with Forensic Specialist 2, implements, manages, and follows up forensic programs in the field regularly visiting ICRC offices in Tripoli, Misurata, Benghazi, and Sabha. S/he will assist in establishing and/or adapting forensic strategy, specific objectives, plans of action, timelines, and required resources (including budget).

Main Duties and Responsibilities:
  • Promotes and implements ICRC’s Forensic Program/projects/activities in line with strictly humanitarian objectives.
  • Promotes the implementation of relevant up-to-date international forensic standards, including those applicable to missing persons and the management and identification of human remains.
  • Provides forensic/technical expertise/support on forensic/missing related issues to all relevant ICRC departments, in order to achieve the implementation of concerned projects/programs.
  • Conducts/participates in forensic/missing meetings, briefings, training sessions, and workshops internally and externally, when required.
  • Maintains contact with relevant local authorities (i.e. forensic practitioners, law enforcement authorities, judicial operators, non-state organizations, municipal and civil servants, international actors, etc.) involved in Forensic / Missing activities and/or responsible for the search for missing persons, management of the dead and identification of human remains in Libya and provides input to the Forensic and Protection Department on issues of mutual concern.
  • Is responsible for administrative and logistic aspects in relation to assistance/donations in support to the state agencies responsible for the search for missing persons, management of the dead process, and identification of human remains.
  • Assists with facilitation of logistics and administration depts. for support of local forensic practitioners to attend ICRC-sponsored seminars, conferences, roundtable discussions, etc. focused on relevant forensic, and missing related topics.
  • Regularly travels and stays for periods of time visiting and supporting ICRC offices in Tripoli, Misurata, Benghazi, and Sabha to implement Forensic activities such as assessments of forensic facilities, networking, training, etc.

Education and experience required:
  • Graduate degree in medical, biological, or forensic sciences.
  • At least 6 years experience in forensic / medico-legal practice in Libya.
  • Working experience applied to humanitarian or human rights investigations is an asset.
  • Ability to undertake responsibilities under supervision but with a considerable degree of autonomy.
  • Experience in forensic training is an asset.
  • Contribution to scientific publications on forensic practice, especially in the field of humanitarian and human rights investigations, is a strong asset.
  • Fluency in English and Arabic.
  • Strong Computer skills (Office package: Excel, Word, etc.).
  • Strong data management skills.
  • Must be able to travel inside and outside Libya.
  • Capacity to apply ICRC rules and procedures.
  • The capacity of treating information confidentially.
  • Service-oriented with a strong sense of setting priorities and flexibility.
