Job Description

Under the supervision of the Project Manager, the Field Coordinator is responsible for coordinating, consolidating, and ensuring smooth implementation of program operations activities and adherence to logistics and security, human resources, and finance procedures related to PEERS II project activities in Misrata.
The Field Coordinator will work in close coordination with the program supervisors, and other relevant technical staff dedicated to this project as well as other transversal roles supporting Cesvi general program: Finance, Operations, and Human Recourses.

The Field coordinator will be in charge of 4 main areas:
1. Project Management & Coordination
2. Human Resource Management and Training
3. Logistics and procurement
4. Documentation & Reporting
5. Networking & Representation
Responsibilities and main tasks:

Project Management & Coordination:

  • Accountable for the coordination of field level operations to ensure adequate and efficient services provision to project teams.
  • Ensure proper documentation at field level and sharing of all the appropriate documents with field staff and management staff in Tripoli and Tunis and ensure that the project implementation strictly follows the approved plans.
  • Review the PEERS II internal reports to ensure numerical accuracy to reflect the work done.
  • Support the Project Manager in budget management.
  • Frequently brief and consult with the Project Manager to mitigate any risks associated with the project implementation.

Human Resource Management and training

  • Responsible for performance management of the staff under direct line management.
  • Organize regular weekly staff meeting and discuss weekly work plans.
  • In consultation with the Project Manager, ensure proper coordination of training and capacity building activities for all PEERS II project staff on reporting and documentation.
  • Ensure application and respect of the Internal Regulations (including Security and Code of Conduct) by staff.
  • Follow up with the Snr. HR Officer on the staff monthly leave balances
  • Support the HR team in planning for recruitments (including venue, time for tests/interviews and the program/technical committees’ availabilities, etc.

Logistics / procurement:

  • Liaising with different units (and partners if applicable) on arising needs in relation to supplies and maintenance of PEER II premises.
  • Support the Project Manager (PM) in identifying the procurement needs, raising requests including PRFs, and POs.
  • Update the procurement tracking table with the new procurements and modify the progress of ongoing procurements from request raising till the reception of the items.
  • Track the schedule for booking meeting rooms, and other areas within the building and ensure no overlapping or mixing agendas.
  • Work closely with the Project manager and Snr. Operations Officer for the planning for external visits and ensure staff entitled to join the visit are contacted and updated with meeting points and times.

Documentation & Reporting

  • Ensure all reporting commitments (internal and external) are respected, providing reliable information and high-quality inputs.
  • Carry out any duties that may be assigned from time to time by the supervisor (PM or any Cesvi SMT member).

Networking & Representation

  • Attend and participate in all the meetings related to the activities of the project and always in full coordination with the Project Manager.
  • Ensure that all the staff adequately engages with the local leadership structure, and that project information and all advocacy issues are communicated as necessary.

 

Reporting to: (Hierarchically and functionally) to the Project Manager or in his/her absence to the Program Coordinator.

Job Requirements

  1. Education: University degree in relevant subject required
    Experience: Relevant experience in field of work required (3 to 4 years). Previous experience working with International NGOs, is a strong asset.

  2. Critical and conceptual thinking
  3. Expected to be key contributor to problem solving and a force multiplier in solution roll out
  4. Interpersonal skills: high level of communication, negotiation, and conflict resolution skills required
  5. Experienced in people management
