SCOPE OF WORK

The Libyan Humanitarian Access & Safety Officer (HASO) responsibility is to monitor the overall security situation, enforce safety regulations and build relationships with local authorities. And provide sound and timely advice to IRC Libya staff and management to support the safe and efficient delivery of program activities in the designated area of operations.

 

Under the supervision of the Senior Humanitarian Access & Security Coordinator, the HASO will analyze security trends, advise, update, and implement IRC’s Security Management Plan, Standard Operating Procedures (SOPs), Contingency Plans (C.P.s), and risk assessments. The HASO will conduct onsite staff training and facilitate the development and implementation of appropriate plans. In addition, S/he will provide expert operational humanitarian security and access advice to all IRC staff in the Misrata-area offices, including access negotiations and mediation, security and safety advisories, and incident management.

 

RESPONSIBILITIES

 

Humanitarian Access & Security Management Planning (40%)

  • Work with the Senior Humanitarian Access & Security Coordinator (Sr. HASC) to develop, consolidate and implement operating procedures and contingency plans for the country program.
  • Facilitating access negotiations, mediation with IRC stakeholders. Provide access and security advisories to the Sr. Humanitarian Access & Security Coordinator.
  • Provide assistance as requested to the Misrata, Field Manager.
  • Follow up and evaluate the update of the hibernation and evacuation plans for all IRC offices and residences in the Misrata area of operation.
  • Responsible for conducting (with the other HASO’s) risk and security assessments of contracted and prospective offices and residences in Libya are of operation.
  • Support in continual assessments of equipment to ensure that minimal conditions for security and safety are met.
  • Support Sr. HASC in updating the Country Security Management Plan (SMP) and related documents.
  • Support the Sr. HASC on the planning of VIP and donor visitors.
  • Evaluate, review and update hibernation and evacuation plans for all IRC offices and residences in Libya and ensure that practical preparations are in place and known to all staff involved;
  • Undertake continual assessments of equipment, and the protocols under which the equipment is used, to ensure that minimal conditions for security are met.
  • Provide and implement the best possible solutions for the use of equipment to facilitate communication between staff
  • Support in establishing and maintaining formal and informal relations and a network of contacts allowing the collection of information related to humanitarian access, specifically in the areas of the current or planned intervention
  • Responsible for the HASA are supported and supervised on security protocols and procedures. Including supporting community acceptance and access when needed.
  • Manage the FTF (Field Trip Form) for all movements in area of operation.

 

Monitoring and supervision (40 %)

  • Supervise security guards in the Misrata area of operation.
  • Monitor all security regulations are met in all IRC facilities.
  • Supervise and support the HASA and monitor that performance goals are met.
  • Support in Compiling the monthly Security Report that tracks incidents and trends within the IRC’s area of operation. Responsible for updating training and briefings delivered.
  • Support on COVID-19 contact tracing.
  • Responsible for Monitor and ensure ALL CCTV and FIRE SAFETY regulations are up to date in all IRC facilities in the Misrata area of operation and that they measure the standards in Tripoli facilities
  • Regularly monitor the news and share timely security-related information on the platforms adopted by IRC Lybia (WhatsApp, GINA-GO…)
  • Updating the Humanitarian Access Tracker in the BOX folder
  • Track, record, and document staff movements.
  • Deliver Safety Orientations for all new hires and IRC staff visitors

 

Capacity Building (20 %)

  • Provide Training(s) may include Standard Operational Procedures (SOPs); Contingency Plans (C.P.s); Tracking Management; Incident Reporting (related to UNHCR projects); Prevention and Response Mechanisms; Communications for security guards and drivers and field staff.
  • Conduct orientations for new national staff on IRC Libya S&S policies
  • Assist the building of capacity, awareness, and preparedness of staff to deal with security-related risks, threats, and incidents through the delivery of high quality, regular training/ briefings to national and international staff and IRC visitors when deemed necessary
  • Support the delivery of security and safety training for all guards and drivers regularly.

 

REQUIREMENTS
  • Education degree: Bachelor’s degree or similar
  • Two years of experience working with NGOs, other international agencies, or multinational business
  • Three years of experience in safety and security management or/and analysis
  • Proven ability to prioritize tasks and meet deadlines
  • Stable, moral and robust character and a good team-player
  • Excellent communication skills
  • Computer skills (at minimum, M.S. Word, Excel, and PowerPoint)
  • Management and/or supervisory experience
  • Training or experience in crisis management
  • Training in safety, fire, and evacuation procedures
  • Training in safety and disaster management
  • Experience in delivering training for humanitarian or other agencies
  • Experience in negotiating access for humanitarian or other agencies

 

LANGUAGES

Fluent in written and spoken English and Arabic.

 

OTHER

 

Within the first 6-12 months, attend and successfully finish the following training:

  • IRC Manager training (or similar activity from an NGO perspective).
  • IRC BvA ONLINE training.
  • Humanitarian Access and Negotiation ONLINE training (NGO perspective).
  • HEAT training (High-risk Environment Awareness Training)
