International Senior Consultant – Support Border Management assessment at Libyan Southern borders

Context:

In the framework of the Program “Support to Integrated Border and Migration Management in Libya” (SIBMMIL), funded by the European Union and implemented by the Italian Ministry of Interior, the International Organization for Migration (IOM) is responsible to implement the Activity 6 aiming at enhancing humanitarian border management in the South of Libya. This multi-year initiative aims at strengthening the capacity of relevant Libyan authorities to manage southern national borders and the corresponding mixed migration flows efficiently and, in a manner, compliant with international law, especially human rights law. IOM will specifically promote and facilitate awareness and application of the concepts of humanitarian border management, and health, border and mobility management. Interventions will include rehabilitation/construction of border infrastructure and provision of equipment to border management and health structures; a comprehensive training plan targeting border and health officials; tailored technical support to relevant authorities to enable them to perform search and rescue operations in the desert and activities related to the enhancement of cross-border cooperation mechanisms between Libya and its neighboring countries at Southern borders.

Senior Consultant will work closely with the IBM program manager and with the program team during the inception phase to build a comprehensive knowledge base which will serve for the overall program implementation. It will include several analyses and studies, conducted jointly with relevant Governmental authorities, setting out a clear picture of the overall border context and technical needs in the implementation area, starting from the institutional and operational framework of relevant law enforcement authorities, including border communities’ perceptions and needs as well as their relationship with the current security and local actors,

Core Functions / Responsibilities:

Objective

The objective of this consultancy is to develop a comprehensive knowledge base on border management structures, mechanisms at Libyan Southern borders as well as communities’ perceptions in target areas and their relationship with the current security and local actors.

Requested services

The consultant will be required to draft a comprehensive assessment report covering the following topics:

  1. Operational framework analysing relevant law enforcement stakeholders at national level and their current/upcoming deployment in Southern target areas.
  2. Intra-interagency coordination mechanisms to enhance presence of State institutions in the South.
  3. Detailed analysis of current/planned border surveillance, patrolling systems, reporting lines and command structures.
  4. Assessment of human resources structures and gaps;
  5. Detailed assessment of health structures and human resources available; evaluation of the needs for an improved surveillance, referral and care of medical cases.
  6. Policy and procedure analysis on the implementation of Search and Rescue in the Desert (SARD) as part of an Integrated Border Management model in the south of Libya.
  7. Analysis of regional cross-border cooperation mechanisms between Libya and its neighboring countries identifying the existing practices and recommending further actions to enhance cross-border cooperation also in line with the implementation of Tripoli Action Plan.
  8. Comprehensive evaluation of existing border management infrastructures and identification of target Border Crossing Points (BCPs) and other coordination structures (such as an operational centre for Border Guards) to be constructed/rehabilitated
  9. Analysis of the equipment currently available/needed for target law enforcement authorities including communication tools between the BCPs, the regional operational centre and the central level.

The Senior Consultant will be supported by IOM’s third party contracted staff based in target areas, by a junior consultant by and international and local engineer as well as a medical doctor to evaluate specific technical needs.

Deliverables

The consultant is required to provide IOM the following deliverables:

  • Finalization of the report structure and timeline for field visits conducted jointly with Governmental authorities (month 1);
  • Organization of an inception 3-day workshop bringing together all the Program stakeholders (month 2) to be held in Tunis or on videoconference depending on COVID-19 travel restrictions;
  • Data collection at both central and local level (month 2 and 3) including two monthly consultation meetings with Governmental authorities at central level;
  • First comprehensive draft of the assessment to be shared with all the parties (month 5);
  • Organization of a 3-day workshop with all the Program stakeholders to be held in Tunis (month 6).
  • Action plan for Program implementation.

Location and duration

The consultancy is expected to work from Tunis, Tunisia with possible travel to Libya. Flexible working modalities are envisaged. The assignment is expected to start on 1 May 2021 and should be completed no later than 30 October 2021

Required Qualifications and Experience

  • Master’s degree in a field of study related to Humanitarian Law, International Labour Law, Human Rights or a related field from an accredited academic institution with relevant professional experience;
  • Minimum 10 (ten) years of relevant work experience;
  • Prior work experience with an international organization in Africa and/or in the Middle East is an advantage;
  • Strong understanding of the Libyan and African context and mixed migration flows along Central Migration Route;
  • Good writing, communication, negotiation and analytical skills;
  • Ability to prepare clear and concise reports in both English and Arabic;

· Strong creative and strategic thinking;

· Excellent ability to prioritize tasks and strong organizational skills;

Languages

Fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.
