BACKGROUND

The Libya Local Governance and Civil Society (LGCS ) / Taqarib Project will enhance the ability of Libyan civil society organizations  to effectively address civic engagement , a key focus is placed on providing them with access to comprehensive information regarding women and youth participation .
This information empowers women and youth participation cluster members to actively participate in decision-making processes Locally .

OBJECTIVES:

This project aims to Build Capacities: Equip participants with knowledge, skills, and tools to advocate for and promote effective participation of women and youth in local governance structures, Strengthen Advocacy Skills: Empower civil society organizations (CSOs) to cluster Advocate  for women- and youth-inclusive policies and practices at the local governance level, Facilitate Action Planning: Support participants in developing actionable and measurable plans to enhance the engagement of women and youth in local governance within their communities.

Course Outline:
The training will be implemented over the period of three days, each day will include 7-8 training hours per day. Below is the suggested structure for the training, however it is subject to change based on both the analysis and observation of the trainer/s:

  • Capacity Building for Women and Youth:
    • Leadership and decision-making skills.
    • Awareness of governance processes and structures.
  • Inclusive Governance Practices
    • Strategies for ensuring representation in local councils and committees.
    • Community engagement methods to amplify women and youth voices.
    • Tools for participatory planning and decision-making.
  • Action Planning
    • Developing local action plans to enhance women and youth engagement.
    • Defining roles for CSOs in supporting implementation.
    • Setting measurable objectives and timelines.

TASKS (PERFORMANCE REQUIREMENTS)

 

  1. The trainer will prepare material for training and presentation slides in English and Arabic, and Agenda (PDF/PPT’S) using Taqarib templates.
  2. Prepare pre- and post-training questionnaires.
  3. Conduct a 3 Day training on Women and youth participation on local governance.
  4. Submit Back home action plan for women and youth participation cluster.

  1. Submit a final report on the training including:
  • Training and presentation materials
  • Breakdown of training days agenda
  • Note on attendance.
  • Pre and post hard copy and analysis.
  • Outcome of training
  • Photos

 

DELIVERABLES

 

 Deliverable
1-      Agenda, training and presentation materials
2-      Pre and post training questionnaire
3-      3-day training sessions for one group of 12 participants, and will take place in person .

The participants will be as follows: –

1-      12 CSO representatives for women and youth participation cluster.

4-      Final report (Training and presentation materials

5-      Breakdown of training days agenda

6-      Note on attendance.

7-      Pre and post hard copy and analysis for each group separately.

8-      Outcome of training

9-      Photos)

 

REQUIRED QUALIFICATIONS

 

  • 35 years of progressive professional experience working in the field of raising awareness and capacity building , preferably in women and youth empowerment.
  • 3-5 years of professional experience in local governance and community participation
  • Bachelor’s degree in public administration or equivalent.
  • Local or international training experience is highly preferred.
  • Basic knowledge and understanding of local governance law and policies in Libya.
  • Understanding the local context of CSOs in Libya.
  • English language especially in writing
