Reports to: Objective 2 Lead

 

BACKGROUND

The Taqarib project, formerly known as the Libya Local Governance and Civil Society (LGCS) Activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. LGCS works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold government accountable. To achieve these goals, LGCS will center its activities around four objectives:

  1. Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs
  2. Empower Libyan citizens, civil society organizations, private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their mandates.
  3. Encourage coherence of national and subnational government policy, systems, and coordination through pilots advancing targeted policy reform. Strengthen national and subnational decentralization policies, systems, and, and coordination
  4. Inform Programming through a robust learning and analysis agenda.

 

OBJECTIVES (SCOPE)

The Local Governance Trainer will design, lead, instruct, and moderate a two-day workshop on local governance, under the Taqarib funded project “Local Governance & Community Partnership, implemented by Mostataqbal Abnowna. In the first day, the trainer will conduct a day-long workshop that discusses community partnership, as per the below points:

  1. What is community partnership?
  2. What is its importance?
  3. What are its goals?
  4. What are its components?
  5. Who are the stakeholders/ entities/ persons engaged in community partnership?
  6. Examples of community partnership

As for the second day, the Trainer will delve into Law 59 and community partnership, whereby he/she will conduct a day-long workshop discussing (a) the levels of community partnership and (b) Law 59 – Year 2012 and Community Partnership.

 

 TASKS (PERFORMANCE REQUIREMENTS)

The trainer is responsible for the below tasks:

  • Design a two-day participatory workshop on the abovementioned points and deliver detailed agenda to Taqarib for approval
  • Lead the two-day workshop in an engaging manner
  • Conduct a pre- and post-workshop flash assessment of participants’ knowledge, attitudes, and practices (KAP) in relation to local governance and community partnership.
  • Deliver an end-of-workshop report to Taqarib detailing the changes in KAP

REQUIRED QUALIFICATIONS 

  • At least 5 years of experience
  • Bachelor’s degree in a relevant field or equivalent is required
  • Experience working with civil society organizations
  • Strong written and oral communication and presentation skills
  • Experience in designing and implementing trainings and workshops
  • Ability to travel and provide the training in person in Zuwara, Libya
