Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

Context:

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Resources Management (Head of RM) in IOM Libya Country Office (CO), and in cooperation with relevant units at Headquarters (HQs), Administrative Centers (MAC and PAC) and the Resources Management Unit in Regional Office (RO) in Cairo, Egypt, the Resources Management Officer will be responsible and accountable for supporting the management and be accountable for managing the budgetary, financial and administrative functions of the CO.

Core Functions / Responsibilities:

  1. Monitor and oversee, in close coordination with the Head of RM, the financial management for all activities in the CO, including the oversight of financial expenditure and accountability;

undertake financial analysis of projects and take action to resolve anomalies and unusual trend.

  1. Support in preparing the annual budget for the Country Office; coordinate and review budgets for programmes, monitor budget control and analyse variances between budget and actual expenditures, evaluate monthly financial reports for all projects and take action to resolve anomalies and unusual trends.
  2. Supervise the management of treasury by forecasting cash flows according to activities in the CO; and ensure daily control of funds disbursed and funding is received in accordance with donor agreements.
  3. Coordinate the preparation of donor financial reports in accordance with IOM regulations and established procedures.
  4. Ensure preparation of monthly international and national staff projectization and payroll for national staff and ensure its accuracy and timeliness. Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.

  6. Liaise with Head of RM, as well as relevant external counterparts with regard to the financial and administrative activities of the CO; prepare ad hoc reports and provide other information as
  7. Provide direct supervision and advise to the Finance unit on financial procedures and processes. Coordinate the allocation of activity grants to WBSs for use in the database and ensure the correct activity grants are allocated to expenses.
  8. Maintain appropriate internal controls to safeguard the organization’s assets, control cash and prevent fraud. Strengthen internal controls by documenting and steaming approval processes including control of accounts and control of cash management.
  9. Review existing systems and procedures and, as necessary, make recommendations on procedural improvements in the relevant areas of resources management.

Required Qualifications and Experience:

Education

  • Master’s degree in Finance, Accounting, Business Administration, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

  • Experience in financial management, accounting, or budgeting;
  • Experience in liaising with governmental and diplomatic authorities as well as with international institutions;
  • Experience in IOM administrative and financial management, budget monitoring, cash

management and internal control procedures;

  • Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis;
  • Experience supervising the development and implementation of administrative control procedures;
  • Experience in project implementation, scheduling, and deployment of resources;
  • Experience in international institutions and knowledge of IPSAS and SAP highly desirable;
  • Previous work experience with specialized international agencies (UN Agencies, International Organizations, and International specialized NGOs) and in complex humanitarian operations at an international level; and,

Skills

  • Familiarity with financial oversight and public administration;
  • Knowledge of IOM finance, procurement, procedures, and rules;
  • High level of computer literacy experience in computerized accounting systems and software; knowledge of MS Office specifically Excel; and,
  • Knowledge of IOM accounting systems, software, and procedures (SAP a distinct advantage).

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and Arabic is required (oral and written). Working knowledge of French and/or another official UN language (Chinese, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
