Qualification PhD in • PHD in DRR and/or Climate change, Development Studies, Political Science, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; (essential).

Overview of position On Sunday 10 September 2023, Storm Daniel made landfall in Libya causing severe weather conditions, including strong winds and sudden heavy rainfall affecting the northeastern areas of Benghazi, Tobruk, Toukra, Talmeitha, Almarj, Taknes (Al Jabal Al Akhdar), Al Owailia, Bayada, Albayda, Shahhat, Sousa and Derna. The devastating impact of Storm Daniel has exposed Libya’s vulnerabilities, revealing a severely inadequate state of infrastructure and response mechanisms. This event resulted in a high number of casualties and extensive damages, underscoring the urgent need for improved disaster preparedness and climate resilience.Building on the ongoing Disaster Risk Management (DRM) activities, IOM aims to strengthen community resilience in affected or high-risk areas and enhance national response capacity to mitigate climate-related disasters in Libya.

 

 

Role objectives IOM is seeking a qualified candidate to assist the IOM DRR Expert to conduct a comprehensive review and assessment of existing preparedness, mitigation, and response mechanisms following the Storm Daniel incident.

 

 

The selected candidate will also support IOM in enhancing the skills of relevant authorities and stakeholders in climate-related disaster risk management and liaise with local DRR and climate change stakeholder to facilitate IOM activities in Libya. The ideal consultant should possess experience in initiatives, legislative arrangements, and frameworks related to disaster risk and climate change in Libya.

 

 

Responsibilities:

 

 

1.       Researcher tasks. Review and Assessment:

 

 

Assist the IOM DRR International Expert to conduct a thorough review and assessment of existing preparedness, mitigation, and response mechanisms, including lessons learned from the response capacity in Derna.

 

 

Highlight interlinkages between climate change and human mobility post-Storm Daniel, providing action points for preparedness in similar events.

 

 

The report should include recommendation to advance risk governance frameworks, strategies and policies related to National Adaptation Plans and Disaster Risk Management in Libya.

 

 

The candidate will be responsible to coordinate with all relevant stakeholders involved in the Derna response to collect information and data for the research.

 

 

2.       Liaison and Workshops:

 

 

Liaise with national Disaster Risk Reduction (DRR) actors and support IOM in organizing DRR workshop.

 

 

Focus on enhancing the knowledge and skills of relevant authorities and stakeholders in climate-related disaster risk management through capacity-building activities on DRM.

 

 

Emphasize advancing DRM legislative framework policies and adaptation plans.

 

 

 

3.       Project support

 

 

 

In coordination with the IOM team, the candidate will be responsible for supporting all IOM activities related to Disaster Risk Reduction in Libya and assisting the project manager. He/she will liaise with key DRR stakeholders in Libya, including first-line responders, the Libyan Aid, Libyan Red Crescent, Scouts, and the Libyan Meteorological Center. Additionally, he/she will assist the project manager in identifying the primary needs and potential DRR initiatives within the community. The geographical focus will primarily be in the east of Libya, and the candidate could be based in Benghazi, Ejdabia, or work remotely with missions to the East and flood-affected areas.
