General Information
The organization
 Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 200 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 7 million people in 22 countries – in Africa, Asia, Middle East, Eastern Europe and France.

 

PUI has been operating in the East of Libya, opening an operational base in Benghazi in February 2017, to strengthen the resilience of the most vulnerable populations affected by ongoing conflicts and to improve their access to essential services. The organization’s activities in the country are built upon an integrated approach encompassing comprehensive primary healthcare, psychosocial support, WASH, NFI and protection assistance in order to promote health and well-being amongst targeted populations.

 

PUI’s emergency intervention in Al-Kufra started in late 2019 through the deployment of a mobile health team (MHT), the rehabilitation of healthcare structures, and the provision of medical equipment and supplies. PUI currently has 2 outreach teams which deliver comprehensive primary health care services to the most vulnerable populations. The deployment of these teams helped to overcome the lack of medical personnel and resources in the area. At community level, PUI coordinates a network of trained community mobilizers to implement sensitization activities, medical screening and referral services. PUI also offers psychosocial counselling via individual and group sessions. Through these activities, PUI delivers messages to highlight the importance of mental health to support the beneficiaries for efficient stress management especially during the COVID-19 crisis. Furthermore, PUI has reinforced Infection Prevention and Control (IPC) through risk communication and community engagement around COVID-19 at community level, and supported local authorities in fighting the pandemic by providing trainings to health professionals. PUI’s capacity building component has helped strengthen health personnel’s ability to respond to the COVID-19 outbreak in the region. As the pandemic affected the procurement of key medical supplies such as personal protective equipment, PUI supported the COVID-19 Response Committees and health facilities through the donation of environmental cleaning materials, personal protective equipment and medical consumables.

 

 

Job Description
Overall purpose
Under the direct supervision of the Team Leader, the Nurse will provide training and continuous support to health personnel identified by the DHS for the COVID-19 vaccination campaign. S/He will also provide standardized and appropriate nursing care in collaboration with other team members, including triage and consultation support when necessary.

S/He follows PUI and national protocols and standards to ensure quality and continuity of care, promotion and restoration of health of the patients and population.

Specific Responsibilities
1.       SUPPORT THE VACCINATION CAMPAIGN

·         Actively participate in the mandatory trainings in which s/he attends

·         Contribute to initial and refresher training on specific vaccination topics with respect with national and international standards. More precisely, the vaccine management, injection safety, the management of adverse effects following immunization (AEFI) and the infection prevention and control.

·         Ensure supportive supervision on a daily basis to provide quality vaccination services

·         Collaborate closely with the MoH staff in order to have an organized services and a smooth flow of patients to the vaccination sites

 

2.       PROVIDE NURSING CARE

·         Provide First Aid when needed and nursing care for any adverse effect following immunization

·         Adhere to therapeutic standards

·         Adhere to infection-control and health care waste management policies and protocols, medication administration and storage procedures, and controlled substance regulations

·         Maintain a safe and clean working environment by complying with Universal standards, procedures, rules, and regulations

·         Maintain patient confidentiality and ensure informed consent when appropriate

·         Contributes to the definition of the needs in terms of drugs and medical supplies at vaccination site and report the needs to the Team Leader and the Pharmacist

·          Perform other clinical relevant duties as requested by supervisors

 

3.       CONTRIBUTE TO QUALITY DATA PRODUCTION

·         Document collected information on health cards and other records

·         Support in internal data collection process

·         Support the MoH staff for the production of quality vaccination data to be reported on the national health information system

 

1.       OTHER DUTIES

·         Participate actively in meetings and trainings when required

·         Reports concerns or requests from trainees and beneficiaries to the Team Leader;

·         Follows safety and security rules on-base

 

In General, the Collaborator has to remain flexible and to perform any other duties as required for the good care of patients
