Context of the position and key challenges:

The Media Development and Media for Development project, funded by the United Nations Development Programme (UNDP) and implemented by Acted and BBC Media Action, is a collaborative initiative that aims to address the specific challenges surrounding media development and media for development in the South of Libya. This region faces unique socio-political and economic dynamics, which have a direct impact on the media landscape and the ability of media to contribute to social change and development.

The project has a multifaceted approach that focuses on enhancing media development and promoting media for development in the region. One of the primary objectives is to improve access to information for the local population, who may have limited access to reliable and relevant news and information sources. By strengthening media professionals and platforms, the project aims to ensure that accurate and timely information reaches the target communities, empowering them with knowledge and facilitating informed decision-making.

To overcome these challenges, the project requires a comprehensive and adaptable approach. The collaboration between Acted, BBC Media Action, and the UNDP brings together their collective expertise, resources, and networks, enabling the project to navigate these challenges and maximize its impact. Through strategic planning, stakeholder engagement, resource management, and continuous monitoring and evaluation, the project aims to address the challenges and create a positive and sustainable media environment in the South of Libya that contributes to social change and development.

Key roles and responsibilities :

Responsibilities:

Project Support:

o   Assist the Project Manager/Program Coordinator in overall project implementation, including planning, coordination, and monitoring of activities.

o   Support the development and maintenance of project work plans, schedules, and budgets.

o   Help in organizing project meetings, workshops, and events, including logistical arrangements.

o   Prepare and distribute project-related documents, reports, and correspondence as required.

o   Assist in the procurement process related to sub-granting activities, including preparation of bidding documents and evaluation of suppliers and contractors.

o   Lead project activities as per the instruction of Project Manager.

o   Coordination with community and relevant department in-terms of beneficiary’s identification and their needs.

o   Responsible of the beneficiary’s identification and data collection.

o   Maintains the BNF’s database by updating it on regular basis.

o   Identifies and anticipates problems or constraints, reports, and any technical issue to the Project Manager.

o   Monitor the daily construction activities and provide technical advice as required.

o   Able to have visits Perform any other tasks assigned by line manager.

Reporting and Communication:

o   Maintain accurate records of sub-grant agreements, budgets, and reports.

o   Assist in the preparation of project-related documents, reports, and correspondence.

o   Contribute to the documentation of project experiences, lessons learned, and best practices related to sub-granting activities for dissemination and future reference.

o   The Project Officer will report on a weekly basis the progress, issues and risks of the project.

o   Weekly updates of the base staff on project progress and plans through active participation in weekly base meetings

o   Open and respectful communication to all ACTED staff and other stakeholders

 

Training & Events Oversight:

o   Coordinate the planning, implementation, and evaluation of training activities as outlined in the project work plan.

o   Collaborate with project partners, trainers, and subject matter experts to ensure the delivery of high-quality training programs.

o   Monitor the training progress, including participant attendance, feedback, and assessment results.

o   Collect and analyse training data to measure the effectiveness and impact of the training initiatives.

o   Identify any challenges or issues related to training and propose appropriate solutions.

o   Ensure that training materials and resources are developed and organized efficiently.

o   Facilitate knowledge sharing and learning among training participants and project stakeholders.

Stakeholder Engagement:

o   Identify key stakeholders, including media professionals, local communities, government entities, and civil society organizations.

o   Develop and implement a stakeholder engagement strategy to foster collaboration, partnerships, and active participation in project activities.

o   Conduct regular consultations and meetings with stakeholders to gather feedback, address concerns, and ensure their involvement in decision-making processes.

o   Advocate for the importance of media development and media for development approaches among stakeholders, emphasizing the benefits and potential impact.

o   Collaborate with partner organizations to leverage their networks and engage a diverse range of stakeholders.

o   Facilitate workshops, seminars, and events to promote dialogue, knowledge exchange, and collaboration among stakeholders.

Required qualifications and technical expertise:

  • Bachelor’s degree in a relevant field, such as media studies, communication, international development, or a related discipline. A master’s degree is desirable but not mandatory.
  • Proven experience (minimum 3 years) in project coordination or management, preferably in the media development or international development sector.
  • Familiarity with project management principles, including planning, implementation, monitoring, and evaluation.
  • Ability to develop and manage project work plans, budgets, and timelines.
  • Strong understanding of media landscapes, media development, and media for development approaches.
  • Knowledge of best practices and innovative strategies in media training and capacity building.
  • Experience in designing, delivering, and evaluating training programs for media professionals or related stakeholders.
  • Familiarity with training methodologies, adult learning principles, and participatory approaches.
  • Proven ability to engage and collaborate with a wide range of stakeholders, including media professionals, local communities, government entities, and civil society organizations.
  • Strong interpersonal and communication skills to facilitate effective dialogue, negotiation, and consensus-building.
  • Experience in conducting stakeholder consultations, workshops, and engagement activities.
  • Understanding of the political, social, and cultural dynamics in the South of Libya.

  • Salary: Salary defined by the ACTED salary grid based on level of education, expertise and level of experience.
