Context:

Under the direct supervision of the Senior Programme Officer, Health in Emergencies and overall guidance of the Senior Migration Heath Advisor, Health Security at IOM Headquarters (HQ), the successful candidate will be responsible for supporting the overall multi-country project coordination, monitoring and reporting, as well as provision of technical support for alignment of project activities, tools and methodologies across all IOM missions participating in the Cooperative Agreement “Global Emergency Response and Recovery Partner Engagement: Expanding Efforts and Strategies to Improve Rapid Response to Public Health Emergencies Globally”, funded by the US Centers for Disease Control and Prevention (CDC).

This will also include spearheading the global project component to improve the Migration Health Division’s internal capacity building efforts and the application of IOM’s “Health, Border and Mobility Management” (HBMM) framework.

Core Functions / Responsibilities:

  1. Oversee and provide support to IOM HQ and Country Offices (COs) in project and financial coordination, monitoring and reporting, knowledge management as well as on technical aspects related to project implementation in order to ensure quality programming in coordination with the US CDC;
  2. Ensure the implementation, monitoring and reporting of the two objectives under the main project, in coordination with the Senior Programme Officer, Health in Emergencies and the larger global emergency health team, such as the Regional Emergency Health Coordinator based in Nairobi, the Global Epidemiologist based in Cairo and the MHD Finance team based in the Manila Administrative Center;
  3. Develop and ensure implementation of key documents including Standard Operating Procedures, Public Health Emergency Response Plans and other guidance documents to support Missions with knowledge management, reporting and future engagements with US CDC in coordination with Country Offices, Ministry of Health (MOH) and CDC Country Offices. Conduct information sessions for new country level project managers and RMOs on Standard Operating Procedures (SOPs).
  4. Compile and share effective practices and lessons learned from the project, including supporting project-related data collection, research, analysis and report writing, such as for monitoring and evaluation indicators, as well as publications and the production of information sheets.
  5. Coordinate and contribute to the development of country-level and overall interim and final progress reports.
  6. Support the Senior Programme Officer, Health in Emergencies with liaison and coordination with national and international health and development assistance authorities, agencies or organizations regarding strategic planning on Global Health Security Agenda (GHSA) and International Health Regulations (IHR) related matters; key counterparts including CDC, Ministries of Health (MOH), World Health Organization (WHO), and other health partner agencies/stakeholders.
  7. Oversee the development of global and country level proposals, work plans and budgets for annual applications of the Cooperative Agreement, including application for project continuation, carryovers and requests for supplemental funding; ensure harmonization of standard documents and guidance with other IOM CDC Cooperative Agreements under the Division of Global Migration and Quarantine.
  8. Supervise financial monitoring and budget forecasting, in coordination with the project’s Financial Analyst based in the Manila Administrative Centre (MAC).
  9. Provide dedicated technical support to Global Health Security related programming, including Points of Entry (POEs) and IHR related programming under the Cooperative Agreement, including support related to knowledge management and technical aspects of programming as part of a ‘Community of Practice’ approach.
  10. Provide periodic technical updates and documentation/dissemination of project best practice materials to the project focal points.
  11. Travel on duties in the Region and beyond as needed.
  12. Perform other duties as may be assigned by supervisors.

Required Qualifications and Experience:

Education

• Master’s degree in Public Health, Epidemiology, Health Administration, Development, International Studies, Social Sciences, or related field from an accredited academic institution with five years of relevant professional experience; or,

• University degree in the above fields with seven years of relevant professional experience.

Experience

• The professional experience must include at least five years of experience in management of health programmes or systems, related to migration health, of which three are at in international level, preferably in developing countries;

• Experience in managing CDC projects and Cooperative Agreements is a distinctive advantage.

Skills

• Proposal writing and monitoring of projects from a financial and M&E perspective.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of French, Arabic and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
