Job Brief:

The Project Administrative Assistant will be responsible for supporting USIP’s Strengthening Border Communities (SBC) in Libya, including liaising with field staff and local partners as well as budget and contract management activities. The Project Administrative Assistant serves as the lead on administrative support for the project. The Project Administrative Assistant will work closely with and report to the SBC Program Officer, as well as other colleagues across Libya and North Africa Team based in the Field and HQ offices. This is a full-time Personal Services Contractor position based in Tunis, Tunisia, with some international travel required. This position is open to Host Country Nationals and who are legally eligible to work in Tunisia. Hiring for this position is contingent upon funding availability.

Responsibilities
* Plan project-related travel for Libya partners and project participants as well as Washington-based and local USIP staff in the Middle East and North Africa for Libya SBC project;
* Submit to the finance team the invoices resulting from the Libya SBC Team’s trips and activities for review and payment;
* Assist with project expenditures and disbursements following approval from Program Officers or other project team members;
* Maintain SBC project contract and payment records and alert the relevant team members when deadlines are approaching;
* Coordinate project-related meetings, events, workshops etc.;
* Take notes at weekly meetings and maintain records;
* Coordinate the information flow in the Libya team and internal communication to staff as required;
* Coordinate with team members regarding contracting;
* Track reporting deadlines for the SBC project and alert the relevant teams when deadlines are approaching;
* Maintain the SBC team’s external contacts lists;
* Keep the SBC Program’s external documents updated with relevant programmatic information;
* As assigned, attend internal and external meetings to gain knowledge of projects and plans and to follow through on all requests.
* Provide project and administrative support when necessary.

Qualifications
* Bachelor’s degree management or business-related field preferred, or equivalent combination of education and experience required.
* Two (2) or more years of related experience.
* Must be proficient in both Arabic and English.
* Experience in project design, implementation, and monitoring, evaluation & learning skills preferred
* Experience supporting program administration and management in coordination with teams based abroad.
* Experience in event planning and coordination.
* Strong skills in the Microsoft Office Suite, particularly MS Word, MS Outlook, and MS PowerPoint.
* Strong time management skills with the ability to prioritize work and meet deadlines.
* Strong analytic, problem-solving, and writing skills in both Arabic and English.
* Must have the ability to read and track budgets.
* Demonstrated attention to detail and ability to follow protocols.
* Demonstrated ability to develop effective working relationships and strong interpersonal skills, including cross-cultural communication.
