Job Title: Programme Manager
Location: Headquarter in Tripoli, with 50% travel between East Libya and West Libya
Supervisor: Chief Programme officer
We are looking for a highly skilled and motivated Programme Manager to join our team. As the Programme Manager, you will be responsible for our programs’ overall coordination, management, and leadership. You will work closely with the CPO to ensure the successful implementation of our initiatives and the achievement of our organizational goals.
Responsibilities:
1. Program General Coordination, Management, and Leadership:
– Oversee the coordination and management of all program activities, ensuring they align with the organization’s strategic objectives.
– Develop and implement program plans, timelines, and budgets.
– Provide leadership to the program team, fostering a collaborative and results-oriented work environment.
– Monitor program progress, identify challenges, and implement appropriate solutions.
– Ensure effective communication and coordination among program staff, partners, and stakeholders.
2- Programme Management, finance, and procurement:
-Support and monitor the planning of project activities, ensuring they align with the program’s objectives and timeline.
– Anticipate the procurement and finance needs of the projects based on the planned activities, ensuring timely and efficient implementation
– Oversee the utilization of project funds and ensure that financial resources are allocated effectively to support the implementation of activities.
– Monitor project expenditure and work closely with field staff to ensure that project budgets are fully spent while adhering to financial guidelines and donor requirements.
3. External Coordination and Representation:
– Establish and maintain effective relationships with external stakeholders, including government entities, partner organizations, and donors.
– Represent the organization in meetings, conferences, and other relevant forums, advocating for the organization’s mission and objectives.
– Collaborate with external partners to enhance program effectiveness and explore potential collaborations.
4.Reporting
– plan and organize regular meetings with the CPO to provide the latest updates on program activities, achievements, challenges, and upcoming initiatives.
-Present program reports and updates to the CPO and other stakeholders as required.
-Develop and implement a comprehensive reporting framework for program activities, ensuring timely and accurate reporting to internal and external stakeholders.
– Coordinate with the Monitoring and Evaluation (M&E) team to ensure that program activities are aligned with M&E requirements and that data collected is utilized for reporting purposes.
-Stay informed about donor reporting requirements and ensure that program reports meet their specific guidelines and expectations.
-Support program staff in building their capacity in report writing and provide guidance on reporting requirements and best practices.
5. Implementation of Safeguarding Policies:
– Ensure the implementation and adherence to safeguarding policies and procedures throughout program activities.
– Promote a culture of safety, respect, and accountability within the program team.
– Take immediate action in response to any safeguarding concerns, ensuring appropriate follow-up measures are taken.
Requirements:
– Bachelor’s degree in a relevant field (e.g., international development, social sciences, business administration) with 4 to 5 years of relevant experience.
– Master’s degree in a relevant field (e.g., international development, social sciences, business administration) with 2 to 3 years of relevant experience
– Proven experience in program management, preferably in a similar role within the development sector, with a minimum of 3-4 years of experience in managing humanitarian projects with NGOs in complex and conflict-affected contexts.
– Strong knowledge of project management principles, including planning, monitoring, and evaluation.
– Familiarity with financial management and procurement processes and HR practices in NGOs.
– Excellent communication and interpersonal skills, with the ability to build and maintain effective relationships with a diverse range of stakeholders.
-Demonstrated leadership abilities and at least 3 years of relevant experience in people management.
– Experience in developing partnerships, both with other organizations and local stakeholders.
– Experience in representing organizations externally and advocating for their mission.
– Knowledge of safeguarding policies and a strong commitment to their implementation.
– Fluency in English and Arabic (both written and spoken).
