JOB BRIEF
The Program Officer for informing criminal justice reform in Libya will be responsible for supporting all aspects of program coordination and outreach, including coordinating all Monitoring and Evaluation efforts. The Program Officer will report to the Libya Country Manager and work closely with other colleagues across North Africa Team based in the Field and HQ offices. This is a full-time position based in Tunis, Tunisia, with some international travel required. This position is open to American Expats and Third Country Nationals (TCN). Hiring for this position is contingent upon funding availability.

RESPONSIBILITIES
Libya Program Coordination:
• Supports identifying programming opportunities in Libya, based on thorough needs assessment and in line with USIP mandate and strategy.
• Coordinates the Strengthening Police Capacity to Engage Communities project, and offers key support to other projects.
• Lead the coordination and management of USIP’s Conflict Stabilization and Monitoring Framework project in Ubari.
• Supports implementation of program activities in line with established goals, objectives, and partnership agreements.
• Ensures all program activities are implemented within program timelines in a manner that meets program standards and objectives.
• Tracks existing program budget to ensure that program is operating within budget limitations and meeting goals and objectives.
• Supports with identification, development, and maintenance of all stakeholder relationships critical to the successful implementation of USIP programs in Libya, including those related directly to current projects, which contain actors related to Libya’s criminal justice system.
• Supports and delivers monthly, quarterly, and annual reporting for both internal and external project stakeholders, including responsibility for the development, editing and timely submission of any donor progress reports that may be required, including coordinating with HQ and/or regional counterparts who are providing key inputs.
• Coordinates meetings with U.S. Embassies, U.S. government partner organizations, and other key international and national stakeholders.
• Ensures the highest level of communication and cooperation with relevant USIP departments/divisions teams.
• Coordinates the identification, preparation, and submission process of all program issues requiring final management decisions by the Libya Country Manager and MENA Program Director.
• Supports efforts to represent the program in internal and external events and to disseminate information about USIP’s programs and research findings.
• Coordinates and supports all programmatic Monitoring and Evaluation efforts.

Outreach:
• Builds contacts and partnerships in Libya, and cultivates contacts with North Africa regional and subject matter experts and a wide variety of external organizations to leverage resources and combine efforts to promote USIP program initiatives and goals.
• Provides project briefings to governmental or other organizations on key subject matter areas provides updates on USIP programs in the region.
• Supports the USIP team in making 1-2 trips a year to USIP HQ to meet with key USG stakeholders and participate in strategic planning sessions with regional and thematic teams.
Performs other duties as assigned.

QUALIFICATIONS
• Bachelor’s degree (Masters preferred) in international relations or related field.·
• Six (6) or more years of related experience.
• Knowledge of Libya conflict and political dynamics required, and gender and peacebuilding thematic expertise preferred.
• Demonstrated project design, implementation, and monitoring, evaluation & learning skills.
• Experience managing programs in coordination with teams based abroad.
• Strong time management skills with the ability to prioritize work and meet deadlines.
• Demonstrated research, analytic, and writing skills. Able to write effectively in a variety of formats and for a variety of audiences.
• Must have the ability to design and manage budgets.
• Must have strong collaboration skills; must have the ability to coordinate the input and priorities of multiple players.
• Must have excellent interpersonal skills.
