Background to the Position

Libya Project

ICMP is implementing a multi-year project in Libya to assist efforts to account for persons missing in Libya as a result of armed conflict and violations of human rights. Under this project, ICMP will work with government authorities and other institutions, civil society organizations (CSOs) and families of the missing, to facilitate the use of advanced forensic techniques, to build a foundation for rule-of-law institutions that successfully and impartially investigate missing persons cases, and to enable families and other civil society actors to engage in the process.

The Program Officer (Civil Society Initiatives) participates in the strategic design and is responsible for the implementation of ICMP Civil Society initiatives (CSI) in the Libya Project that support public involvement in the efforts to account for missing persons of families of the missing, non-government organizations and other actors.

Under the supervision of the Program Manager (Libya Project), the Program Officer (CSI) main duties and responsibilities will include the following:

  • Implementing CSI-related grant objectives in Libya, ensuring gender mainstreaming and an impartial approach to the issue of the missing
  • Designing, organizing, and producing a mapping of CSOs and families associations
  • Coordinating the establishment and maintenance of partnerships with representatives of family associations, NGOs and other local civil society organizations involved in missing persons’ issues
  • Designing, organizing, and participating as trainer in learning and development activities for CSOs, family associations and others to increase their awareness related to the process of missing persons investigations
  • Contributing to the development of content for use in, visibility, events, materials, and any other related tool directed to CSOs or on CSI
  • Identifying, documenting, systematizing, sharing and maintaining information about current or potential partners, initiatives, threats and opportunities impacting ICMP CSI-related activities
  • Representing ICMP with CSOs partners in Libya
  • Contributing to the preparation of internal and external proposals, reports and other materials for grant management

Position Requirements

  • Specialization in Human Rights, Law, International Relations, Sociology and other social sciences or relevant discipline, and with a focus on gender issues
  • A minimum of 6 years of similar field experience in gender sensitive missing persons programming and implementation
  • Professional fluency in written and spoken English and Arabic
  • Experience in rule-of-law, human rights, development or related areas at an international organization or an international or national non-governmental organization or public institution
  • Related experience in outreach, advocacy and capacity building activities benefiting families of the missing and CSOs
  • Knowledge of legal, institutional and social issues related to the issue of the missing in Libya
  • Extensive network in Libya of relevant actors including institutions, family associations, civil society organizations and affected communities.
  • Strong drafting and presentation skills

ICMP Requirements

  • Proficiency in Microsoft applications, including Word, Excel, Power Point and MS Teams
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender
  • Ability to travel at short notice and to work flexible hours including weekends and evenings
  • Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner.

This is a full-time position for an initial period of 10 months. Extension of contract is dependent on performance and budget availability.

The position is LES 6 on the ICMP Libya salary scale and is supported by a generous paid leave provision and extensive health insurance benefits for the incumbent and any eligible dependent.

This position is not eligible for expatriate allowances.

Start date: 15 March 2022
