JOB BRIEF
The Program Assistant will be responsible for supporting USIP’s dialogue and rule-of-law projects in Libya, including liaising with field staff and local partners and budget and contract management activities. The Program Assistant provides day-to-day administrative support for the program, contributes to internal and external stakeholders’ reporting for these projects, and supports monitoring and evaluation activities. The Program Assistant will work closely with the Sr. Project Officer and Program Officers and other colleagues across the North Africa Team based in the Field and HQ offices. This is a full-time position based in Libya, (city to be determined) with some international travel required.
This personal services contractor position is open to Host Country Nationals and legal residents in Libya. Hiring for this position is contingent upon funding availability.
RESPONSIBILITIES
• Provide effective logistical and administrative support for the successful implementation of program projects and activities for the Libya Team, especially reconciliation dialogue projects. This includes, but is not limited to: contract submission, document preparation for payments, vendor contacts, and preparation of event budgets;
• Write first drafts of project reports;
• Coordinate project expenditures and disbursements following approval from relevant team members;
• Coordinate project-related meetings, events, etc.;
• Support project-related travel for Washington-based and local USIP staff in the Middle East and North Africa for Libya projects;
• Prepare and disseminate timely project-related, programmatic and financial reports to the North Africa Program Management Team, USIP-DC and to other entities as appropriate;
• Update program databases and documents as necessary to ensure the knowledge management of USIP’s programs;
• Make appointments, attend meetings, and take notes as needed;
• Work closely with the regional and in-country administrative and logistical team;
• Support the Regional Security Coordinator with local security updates, and maintain a high level of security awareness at all times; and
• Perform other duties as needed.
Outreach:
• Builds contacts and partnerships in Libya and cultivates contacts with North Africa regional and subject matter experts and a wide variety of external organizations to leverage resources and combine efforts to promote USIP program initiatives and goals.
• Supports making project briefings to governmental or other organizations on key subject matter areas provides updates on USIP programs in the region.
• Supports the USIP team in making 1-2 trips a year to USIP HQ to meet with key USG stakeholders and participate in strategic planning sessions with regional and thematic teams.
• Performs other duties as assigned.
QUALIFICATIONS
• A bachelor’s degree in international relations or a related field is required.
• Two (2) or more years of related experience required.
• Knowledge of Libya conflict and political dynamics required, and gender and peacebuilding thematic experience preferred.
• Demonstrated project design, implementation, and monitoring, evaluation & learning skills.
• Experience supporting program management in coordination with teams based abroad.
• Strong time management skills with the ability to prioritize work and meet deadlines.
• Demonstrated research, analytic, and writing skills in Arabic and English. Able to write effectively in a variety of formats and for a variety of audiences.
• Must have the ability to design and manage budgets.
• Must have strong collaboration skills; must have the ability to coordinate the input and priorities of multiple players.
• Must have excellent interpersonal skills.
