UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women is mandated by the UN Security Council to lead on UN system-wide coordination on Women, Peace and Security, and to this end, UN Women has been working with governments, UN partners and civil society through the region to support women’s participation and influence at all levels of decision-making to prevent and resolve conflict and to address issues of extremism. Women across divides play a crucial role in mobilizing actors for inclusive peacebuilding through collective action and mediation at the formal and informal levels. Supporting them in mobilizing support and enhancing their voices can contribute to resuming and continuing peace dialogue in a more inclusive way.
UN Women Libya has strengthened its presence in Libya, responding to the complex governance, humanitarian, development and security challenges through its triple mandate. UN Women’s Libya’s premise is that peacebuilding efforts, including political dialogues, conflict resolution and humanitarian efforts will be more effective and have higher chances of success if they are inclusive, responding to gendered experiences, needs, capacities and interests the Libyan women across their diversities. Alongside supporting Women’s participation in peace processes on all levels, the programme is also working to strengthen women’s political participation (WPP), gender responsive economic recovery, including women’s economic empowerment (WEE) and coordinating gender mainstreaming within the UN in Libya. The program also looks at the integration of women’s needs into the current humanitarian response and aims to ensure their full participation in the humanitarian consultations and processes. UN Women Libya works closely with the UN Country Team, as well as civil society (including through capacity-building support to grassroots CSOs), higher education institutions and government counterparts including election management bodies (EMB). The program is aligned with the UN Strategic Framework for Libya 2019 – 2020, UN Women Global Strategic Plan (2022-2025) as well as the international conventions on women and human rights such as the Convention on Ending all forms of Discrimination Against Women and the Beijing Platform for Action. Objective of the Assignment: Reporting to UN Women Tunisia Libya Conflict Cluster Country Representative, the Programme Analyst for WPPL contributes to the effective management of UN Women Governance programme in the Libya Country office by providing substantive inputs to programme design, formulation, implementation and evaluation. The Programme Analyst for WPPL guides and facilitates the delivery of UN Women Governance programme by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Duties and Responsibilities |

• Contribute technically to the development of programme strategies in the area of Women’s Political Participation and Leadership (WPPL);
• Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives; • Identify areas for support and intervention related to the programme; • Provide substantive technical support to the implementation and management of the Governance programme; • Provide technical inputs to the annual workplan and budget; • Lead the implementation of programme activities; • Review the submission of implementing partner financial and narrative reports; • Provide technical assistance and capacity development to project/programme partners; • Provide technical support in the implementation of programme activities; • Maintain relationships with national partners to support implementation and expansion of the Governance programme; • Identify opportunities for capacity building of partners and design and facilitate trainings topartners, including local elected women and members of the House of Representatives, as needed; • Provide technical inputs to the monitoring and reporting of the programme/ project; • Monitor progress of implementation of activities and finances using results-based management tools; • Draft and provide input to UN Women annual and quarterly reports; review and coordinate the submission of implementing partner and Donor financial and narrative reports; • Provide inputs from program activities and results to Country Office and Regional Office reporting; • Provide substantive technical inputs to the management of people and finances of the Governance programme; • Monitor budget implementation and provide substantive inputs to financial reports; • Supervise Programme Associates and Assistant; • Provide substantive inputs to building partnerships and resource mobilization strategies; • Provide substantive inputs to resource mobilization strategies including inputs to project summaries, briefing notes and donor profiles; • Participate in donor meetings and public information events, as delegated; • Provide technical support to inter-agency coordination on Women Political Participation and Leadership (WPPL) to achieve coherence and alignment of UN Women programmes with other partners in the country; • Provide substantive technical support to the Country Representative on inter-agency coordination related activities by supporting the drafting of background reports and briefs; Key Performance Indicators

Education
• Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required; Experience • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building; Language Requirements • Fluency in English and French is mandatory; Evaluation Criteria
