National Project Officer for Libya

Switzerland’s engagement in the domain of peace promotion and human rights in Libya is steered by the Peace and Human Rights Division (PHRD) of the Swiss Federal Department of Foreign Affairs. This engagement aims at supporting Libya political and reconciliation process, including through the Swiss co-chairmanship of the Working Group on International Humanitarian Law and Human Rights of the Berlin process as well as through Switzerland’s policy as an elected member of the United Nations Security Council.

The Embassy of Switzerland in Tunisia and Libya is seeking to reinforce the Libya team, currently largely based in Tunis, by filling the following position under the direct supervision of the Human Security Advisor (HSA):

National Project Officer Libya

(Full-time position based in Tunis with contract under local Tunisian labor law)

Main tasks:/

  • Autonomous management and administration of the project portfolio of the Peace and Human Rights Division (PHRD) and implementation of all aspects of the PCM (Project Cycle Management), incl. all aspect monitoring, supervision, analysis of reports and proposals;
  • Contribute to the development of the Peace and Human Rights Division (PHRD) Program, incl. input to strategic outlook and orientation, partner identification and assessments;
  • Monitoring of the political, security, social and economic situation in Libya through open sources and a network of interlocutors from the field. Input to regular situation updates prepared by the Libya Team;
  • Mapping and profiling of key political actors in Libya, as well as stakeholders from the civil society, provide ad-hoc reporting as requested by the Human Securtiy Advisor;
  • Contribute to the organization of field visits within Libya, and participate actively in those visits.
  • Interpretation/translation Arabic-English/English Arabic;
  • Perform other tasks as required by Human Security Advisor and/or embassy.

Requirements:

  • At least 10 years working experience in international cooperation, development, political analysis or similar fields;
  • Previous experience in peace promotion, governmental policy, transitional processes;
  • University Degree, preferably at Master’s Level
  • Profound knowledge of the political context of Libya, wide network of interlocutors in Libya and capacity to rely information;
  • Professional competency in Project Cycle Management implementation and knowledge of monitoring mechanisms;
  • Willingness/capacity for regular visits in all parts of Libya
  • Professional drafting and interpretation skills in Arabic and English.

The position of National Project Officer for Libya is currently based at the Swiss Embassy in Tunisia with regular visits to Libya. The Embassy offers a full-time contract under local Tunisian labor law. The post is initially limited to one year with a starting date on November 1st 2023 or upon arrangement.
