Cowater International seeks to recruit a national Monitoring Operations Manager in Libya.

Summary of the position

The Third-party Monitoring (3PM) Operations Manager leads on the organisation of monitoring missions in Libya, including engagement with the implementing organisations (IPs) (e.g. UN agencies, international non-governmental organisations), local authorities at various levels, planning of monitoring activity logistics and security. The Monitoring Operations Manager may work on several assignments in parallel.

Key responsibilities

  • Advise on the overall operational approach when conducting monitoring assignments in Libya
  • Support on defining project logistics strategy and approaches
  • Advise on physical access to various hard-to-reach locations in Libya
  • Engage with local stakeholders inside Libya, including local authorities, international and national organisations
  • Maintain a security watch in support of field operations
  • Support hiring local M&E personnel and operators

Qualifications, Core Competencies and Qualities
To join us, you need:

  • A minimum of five years of experience in organising various logistics aspects of monitoring and evaluation (M&E) assignments, including security assessments, itenerarry planning, obtaining permits, training and guiding M&E staff. Candidates without specific M&E experience will be considered provided they have a minimum of 8 years of experience in logistics in organising logistics in other sectors in Libya
  • Arabic skills at native speakers’ level and be fully fluent in English
  • Be legally based in Libya and know well country’s contextual background
  • Ability to communicate clearly and sensitively with colleagues and external stakeholders
  • Be organised and solution-oriented
