Main Purpose |
Provide outpatient/Primary healthcare to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiaries health conditions. |
Accountabilities |
• Apply medical knowledge, skills to diagnose, and prevention. Carry out outpatient consultations, prescribing the necessary treatment respecting MSF protocols
• Act as interpreter for staff when necessary • Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, and to ensure that they have understood. • Follow up the evolution of the referred patients, through visits, upon the advice of medical referent, and ensuring that the treatment is at par with the recommendations for the particular condition. • Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards. • Participate in the collection and analysis of epidemiological data, checking its validity and informing the medical referent about any problem or complication of the patients’ illness, medical error and monitors the proper functioning of the department, equipment or material. • Ensure ongoing training of the medical/paramedical staff in order to optimize the quality of care. • Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected.

MSF Section/Context Specific Accountabilities |
· Performing medical consultations in the Detention centers, MMC-TB Unit , Communities(outreach clinics) and OPD whenever necessary or advised by the medical referrent in promoting quality patient care, Prioritizing patients in accordance with MSF protocols. Follow rational drug prescription and distribution.
· Applies medical knowledge & skills and follows MSF protocols and Guidelines to the diagnosis, prevention and management of diseases to patients coming to MSF’s health facilites, mobile clinics. · Keeps the OPD cards and Registers up to date by noting the details of examinations, diagnosis and treatments and ensuring the application of prescriptions.
· Ensuring that a timely decision is taken for referral of a patient to appropriate structure/Speciality and informing the Medical Referrent to finalize a necessary course of action. · Take part in exploratory mission/visit as may be requested by the medical referrent or project coordinator. Prepare reports about these visits, to inform the rest of the team about the activities. · Attends applicable meetings and/or trainings · Partcipating in super cleaning actvities in all actvity sites including the TB unit. |
Requirements | |
Education | Medical Doctor diploma registered with Libyan Medical Board |
Experience | 1 year experience minimum as a Medical Doctor in clinical work |
Languages | Fluency in Arabic and English is mandatory. |
Knowledge | Essential computer literacy (word, excel) |
