Job Description
Title: M&E Officer (CFM)
Cesvi has been one of the first INGOs intervening in Libya, as soon as the Arab Spring begun in
2011 and is carrying out a Humanitarian Protection Program in Tripoli and Misrata within different
settings, included Gender-based Violence program since 2016.
The project “Protection and Life Saving Assistance to refugees and asylum seekers in Libya”,
funded by UNHCR intends to promote a favorable Protection environment for refugees and asylum
seekers in Tripoli. Project activities are provided within the Community Development Center.
The M&E Officer (CFM) will be in charge of the implementation of the Complaint and Feedback Mechanism under the direct supervision of the M&E Team Leader.
Specific tasks and responsibilities:
- Receipt and record of all complaints from the program staff, as CFM focal point
- To ensure complaint handling are in accordance to the existing regulations and guidelines
- Implement consulting meetings and Focus Group Discussions with communities in order to gather feedback and inform project staff following a community-based approach
- Manage the CFM tools (i.e. helpline) and database, with data entry and monitor the follow up of feedback and complaints recorded
- To take lead in preparing, compiling and coordinating reports (mainly monthly) for presentation to the Management
- Manage complaints in accordance with the practice complaints policy.
- Train staff on Complaint and feedback Mechanism
- Understanding and sharing stakeholder’s feedback and ideas with project team
- Contribute in other M&E activities with conducting interviews for quantitative surveys (i.e. Post Distribution Monitoring of cash assistance and IPA) as well as support in qualitative surveys for triangulation of findings.
- Perform any other duties as requested by immediate Supervisor including outreach activities
- Assist in any other duties relating to nature of the job as may be requested by the Supervisor for the best development of Cesvi activities
- Respect CESVI’s Standard Operating Procedures and Code of Conduct for the Confidentiality and the Prevention of Sexual Harassment;
- Represent CESVI in a professional manner in meetings and ensure good cooperation with local partners and other relevant actors;
Job Requirements
- Bachelor’s degree in international development or a related field; Master’s Degree a plus
- Experience with MEAL is preferred
- Experience in MS Office (Excel, Word, PowerPoint), data entry into online databases and forms, and working with various office equipment
- Data analysis experience, both quantitative and qualitative
- Fluent spoken and written English and Arabic
- Good command of Microsoft Excel, Word and Outlook – Required
- Ability to organize work efficiently and deliver assignments in a timely manner often under time constraints
- Ability to work effectively remotely as a team member and with minimal supervision
- Strong communication skills and abilities to mobilize beneficiaries and local stakeholders.Responsible to: CDC Manager
