INFORMATION ON THE MISSION CONTEXT
Libya
The Libyan uprising eight years ago left the country in a state of turmoil. Since 2011, continued conflict in many parts of the country and political instability have resulted in a vacuum of effective governance and caused significant collapse in the country’s political-institutional system. Security, rule of law and social and economic well-being of the Libyan population have all been severely affected.
The healthcare system in Libya is one of the hardest hit, having deteriorated to the point of collapse. Ongoing challenges include increased rates of chronic illness, disability and access to essential services such as medicine and rehabilitation. Hospitals struggle to absorb the number of patients and to cope with a lack of resources, including a shortage of staff and essential medicines and supplies. According to the World Health Organization, around 1.3 million people have no access to life-saving health care services. In addition, the number of victims as a result of Conventional Weapons (CW) and Improvised Explosive Devices (IEDs) continues to grow. In contaminated areas, local populations, internally displaced persons and returning populations are all at risk of death and injury.
The identification of the most vulnerable individuals, including people with disabilities or injuries, and the rapid response to essential needs is a priority for the humanitarian community working throughout Libya. The conflict and humanitarian crisis is likely to continue well into 2021; whilst at the same time continue to hamper the delivery of primarily medical and socio-economic services, complicating access and increasing the vulnerability of the general population.
MAIN OBJECTIVES OF THE POSITION
Under the line management of the Regional logistics manager the Libya Logistics manager will be part of the coordination team based in Tunis and will have to provide support to 4 hubs (Tunis, Tripoli, Misurata, Benghazi). The Logistics Manager will have to be extremely proactive, mobile and flexible, to set-up efficient relationships with each hub, ensure good coordination and develop adequate framework.
He/she will be responsible for the implementation of Logistics procedures on each hub and will have to optimize the supply chain, the general means and the coordination between the hubs.
As such he/she will work in close coordination with each hub through each logistics departments and will have to travel on the field to provide support. If HI launches a direct management program in a newly-accessible area, the Logistics Manager will play a major role in setting up the logistic services and premises in the field.
The Logistics Manager will also be the main interlocutor for Regional Office (based in Tunis – Tunisia) for all questions related to Logistics and Purchases.
According to the position, the Logistics Manager must keep all the data confidential, and share it only with the relevant persons.
JOB DESCRIPTION
Responsibility 1: Logistics procedures, audit & capacity building
Activities:
- Ensure dissemination, knowledge and proper implementation of HI Logistics procedures on each hub;
- Optimize procedures, tools and templates when possible, in coordination with Regional office and hubs;
- Upon request, develop tools and/or training for Partners, in response to the needs identified by hubs;
- Upon request, conduct support missions on the field (monitoring visits, gap filling, support for specific purchases or heavy workload…);
- Realise regular audit on the field (procurement files, fleet management, equipment follow-up…), identify the areas for improvement, formulate adequate recommendation, and/or design action plan;
- Contribute to build the capacities of the Logistics Department at hub level, in coordination with the Manager of each hub (technical skills, understanding and implementation of HI procedures);
- Upon request, support the Manager at hub level to improve organizational skills and/or define the priorities of their Logistics Department;
Responsibility 2: Supply chain & General Means management
Activities:
- At each programmatic phase, participate to the plan, the implementation and the reporting of the logistics activities in close coordination with hubs;
- Ensure the respect of procedures at hub level;
- Optimize the supply chain and lead the coordination between hubs for common purchases and/or supply chain inside Libya;
- Monitor / analyse all studies and publications on cross-border logistic issues (transportation, supply chains, etc.) and share relevant information with SSC and hubs;
- Support hubs to design adequate IT system, including protection of datas and regular back-up;
- Supervise the management and use of the vehicle fleet and other means of transport in compliance with internal regulations and the security plan;
- Participating in the analysis and implementation of the program’s security rules;
- Optimize the equipment and office management and lead the coordination between hubs and other departments in compliance with internal regulations;
Responsibility 3: Coordination, Capitalisation & Reporting
Activities:
- Maintain coordination routine system (reports, regular contacts with hubs, meeting, workshop…) to ensure a smooth diffusion of relevant information (logistics) at the mission level;
- Support each hub for the design and the implementation of Standard Operations Procedures (SOPs) with hosting mission;
- Develop for each hub a deep knowledge of Logistics context, stakes and issues;
- Represent hubs at coordination level for all Logistics stakes and make sure that Logistics Departments’ “voice” are taken into consideration for any decision making;
- Ensure the monthly consolidation and analysis of Logistics reports at mission level (Equipment follow-up, Purchases follow-up…);
- Act as a focal point with Regional Office for any Logistics questions;
- Contribute to the realisation internal / external reports (including donors reports);
- Participate actively to internal meeting and coordination;
- Represent HI upon request during external meetings;

· 5 years’ experience in coordination position; · Proven training and local capacity building experience |
· Experience of operational partnership management and/or remote management would be an asset;
· Previous experience with Handicap International would be an asset · Previous experience in middle east is an asset |
