Job Overview

Job Purpose:

The staff will be responsible for the proper functioning of the support department of INTERSOS in Benghazi and Ejdabya, so forth he/she will be responsible for the correct financial management, recording and follow up of the project expenditures, while also supporting the Logistic Manager in the procurement process of all goods and services needed by the base (identification of suppliers, collection of quotations, etc.)

S/He also supports in the management of assets, stock inventory, and fleet as well as office maintenance. Moreover S/He assists in preparing monthly reports related to communication, fleet, assets, and procurement.

Finance Tasks

  • Oversee all expenditures in the field, to ensure that they are carried out properly and in compliance with regulations and procedure.
  • Enter payments, receipts and other forms of payment in the accounting system. Ensure all supporting documentation and signatures are obtained before finalizing.
  • Prepare monthly accounting returns package to be sent to CFO/ CFC.
  • Maintain appropriate financial filing system. Maintain files of all financial instructions/guidelines issued as reference for completion of work assignments.
  • Ensure administrative and financial compliance of all transactions.
  • Review disbursement requests to ensure that all reporting and compliance requirements and/or pending queries have been satisfied before funds are disbursed.

Logistics Tasks

Supply Chain

  • Oversee the implementation of and compliance with INTERSOS procurement procedures, policies, and management tools and where necessary, propose improvements in accordance with INTERSOS procurement manual.
  • Make local purchases after all the necessary approvals have been finalized, in accordance with the INTERSOS procurement manual. Control the quality products and services provided, timeframes and the competitiveness of prices.
  • Monitor and follow up all the stocks and application of all procedures as per procurement manual.

Assets

  • In charge of the production and updating of the all-field assets inventory.
  • In charge for all field assets and their maintenance (for the entire staff and premises);

 

General support logistics activities

  • Implement support activities (ICT, electricity, transport (by road and plane), put in place and respect of the security procedures) and any other logistical activities. Implementing the technical solutions, policies and logistics procedures defined together with the Logistics Manager and ensure compliance with them.
  • Ensure the proper use, monitoring, regular maintenance (in accordance with the INTERSOS standards) and protection of all project’s infrastructures, premises, installations, and equipment.
  • Assure a minimum quality standard for all the visibility of the mission.
  • Organize transport (weekly movement plan), in conjunction with the other departments, considering the needs of the projects and security considerations.

Reporting

  • Prepare activity monthly reports for the Country Finance Coordinator and the Logistics Manager and ensure that data are regularly updated.
  • Immediately inform the Head of Mission, the Logistics Manager and the Security Company of any information that has or could have an impact on the security of INTERSOS staff and / or properties.

Required Qualifications and Experience

Education

Completed university degree with at least 2 year of relevant experience in Accounting, administration, logistics or similar.

Languages:

  • Fluent in Arabic & English.
