About ACTED
ACTED’s programme portfolio in Libya includes a significant component on Support to Civil Society. As part of this programmatic pillar, which is managed by the Civil Society Technical Coordinator, ACTED provides sub-grants to Libyan CSOs to conduct small- and medium-scale projects in their communities. These sub-grants are subject to ACTED’s strict compliance procedures, in terms of FLATS (including procurement procedures), and reporting (narrative and financial). To support CSOs to manage these requirements, and to ensure the compliance of CSO sub-grants to mitigate any risk of financial losses through ineligible expenses, ACTED has a team of Grants Officers in place, who work closely with CSOs.4

 

Context of the position and key challenges
ACTED has been programming in Libya since March 2011, initially focusing on responding to the humanitarian crisis in the wake of the conflict and on providing vital humanitarian assistance to displaced and vulnerable populations. During this period ACTED utilized its assessment and mapping capabilities to help coordinate and provide information for the humanitarian response and reconstruction of the country. Since January 2012 built on the strong networks developed during the emergency response, ACTED is offering capacity building, grants, and networking opportunities to civil society and local governance actors under its Civil Initiatives Libya (CIL) banner in cooperation with GiZ, EuropeAid and MEAE, as well as support to social entrepreneurs funded by the British Embassy in Libya. The overall objective of CIL is to define methods and approaches, adapted to the Libyan context, and aiming at improving the resilience of communities and local institutions in time of crisis. Since 2014, ACTED is working on cash-based intervention in partnership with ECHO, GAC and UNHCR to address the needs of the IDPs and returnees in the post-conflict areas.

 

Key roles and responsibilities
–           He/ She will be responsible of the Grant Assistant’s and CSO in the designated area they will be assigned to.

– He/ She will be responsible for all FLATs training presented to the CSOs

– He/she will be in charge or training Grant Assistants

– He/ She will be responsible for all reports and documents coming through grant assistants to finance

Training of Grants Assistants on ACTED FLATS procedures and manuals

– Build the capacity of Grant Assistants that will enable them to support the implementation of activities by local CSOS

–  Support Grant Assistants in writing reports and submitting required documents to finance

–  Ensure that the Grant Assistants can communicate ACTED requirements to the CSOs and support them in adhering to them.

– Report issues and miscommunications to Grants supervisor

support draft of narrative reports and contribute to the development of financial reports through regular budgetary follow ups 2.2 communicate systematically to the Grants Supervisor on Grant assistants progress and CSOs documentation & compliance.

–       Ensure that the Grant Assistants understand the FLAT procedures and provide the documents ACTED requests of the CSOs

– Coordinate with POs, and support if needed, the AME team with planning and implementing monitoring activities.

–  Refer technical queries to the POs and the Project Manager

– Support Grant Assistants as the primary acted focal point on all contractual queries

– Liaise with the finance department on budgetary queries when needed, in liason with POs

– Manage all incoming and outgoing documentation to Grant assistants and CSOs

– Maintain high standards of information management and filing

– Translate all necessary documentation from Arabic to English, as required

– Draft lessons learned and best practises identified from the CSO sub-granting process.

 

Required qualifications and technical expertise
–       Education: Bachelor’s in finance, management, and/or local development field

–       Familiarity with the aid system, and ability to understand donor and governmental requirement Excellent communication and drafting skills

–       Proven ability to work creatively and independently both in the field and in the office

–       Being a strong team player and adept at creating a strong team spirit

–       Ability to organize and plan effectively

–       Ability to work with culturally diverse groups of people

–       Ability to travel and work in difficult conditions and under pressure

–       Working knowledge of English is prefered
