Job Description
The British Council is seeking to sign a consultancy agreement with a Gender Expert. The general objective of the consultancy is to provide an understanding of existing inequalities. This will fundamentally guide the implementation of the EU Libya Technical and vocational education and training (TVET) delivery and development project. It will examine the causes, how inequalities intersect with other inequalities, and identify possible pathways to make significant and lasting positive changes.
Role overview
- In the specific context of this proposed consultancy, it is acknowledged that gender and women inclusion issues form an important theme to be addressed across the spectrum of activities in the implementation of this intervention. Furthermore, the Organisation & Methodology guiding this Project requests that the “project will consider the wide variety of social and cultural issues facing the TVET sector, and the wider political and socio- economic development. These issues include women in the workplace; gender stereotyping in work roles; inclusion of marginalised groups…”. The Methodology also requests that women and other marginalized groups partake equally in the teacher training programme activity.The gender analysis should provide qualitative information, gender/age disaggregated data and analysis on the gender situation in the TVET sector in order to facilitate an informed contribution to the policy dialogue and facilitate the development of gender-sensitive country strategies as well as programmes and projects.The gender analysis should, at a minimum, meet the following criteria:
- Use recent statistics on the situation of women and girls, men and boys, which will also provide the baseline for future measurement (including relevant statistics that reflect EU thematic areas).
- Identify key barriers to achieving gender equality (including social norms, legislative, institutional capacity, political will etc.);
- A mapping of actors with mandate and perceived capacity to act as advocates for gender equality and empowering issues (NGOs, donors, International Organisations, International Financial Institutions, line ministries, gender equality national machineries, etc.);
- Compliance with EU and BC standard regulations on gender and equity issues;
- Mapping of knowledge / information gaps (e.g. sex-age disaggregated statistical information
- Identification of entry points and strategies to improved female equality and empowerment
