Finance Manager – CARE Libya (International Position)

Supervisor: Country Director

Location: Tripoli, Libya or Tunis, Tunisia.

Starting Date: ASAP

Contract duration: 1 year with the possibility to extend

Report: 1 direct report in country office

Main interlocutors at HQ: Operations Support Referent, Program Desk Officer, as well as several technical advisors

Position Summary:

The Finance Manager supervises the finance and accounting team of the CARE Libya country office. S/he is responsible for overall Financial Management, including planning and budgeting, accounting, treasury, financial controls, reporting. S/he ensures overall compliance with CARE’s policy and quality requirements, international accounting standards, as well as local legislation and donor regulations.

Responsibilities and tasks:

1. Finance – Accounting

· Ensure that all CARE financial policies and procedures are followed, and establish and/or refine Country Office level financial policies and procedures as needed

· Fulfil all financial reporting requirements for internal and external stakeholders, including timely and precise accounting, perform standard month-end and year-end closing activities.

· Work in close cooperation with CARE HQ in Bonn, Germany, following technical guidance as well as seeking timely support or advice when necessary.

· Ensure that effective systems are put in place, and regularly reviewed, to allow adequate financial management and control of:

  • Project expenditures and approved budgets
  • Ensure correct documentation for annual audits and tax audits
  • Country office and shared-program cost budgeting and reporting
  • Accounting and management information systems
  • Cash and cash-flow management, including bank accounts and currency exchange rate monitoring
  • Expenditure procedures, especially around procurement
  • Document controls and procedures
  • Support the financial management system of partners through training and capacity building. Review financial systems, policies, procedures of local partners regarding donor compliance
  • Oversee preparation of accurate and timely annual statutory financial statements for submission to local authorities
  • Coordinate internal and external audits and audit follow-up.

2. Finance – Budgeting and Planning

· Assist the Country Director in the management of CARE’s resources and projects through: (a) formulation of cost allocations of shared costs, (b) allocation of resources to support activities, c) providing effective support and guidance to the program staff and the management team during planning and allocation exercises; (d) monitoring implementation of donor agreements and resource utilization, e) highlighting variances between planned allocations and usage, provide analyses and recommend resolution or reallocation of resources

· Prepare Country Office annual budget as well as project budgets in cooperation with Country Director, CARE Libya program team, and CARE International Members

· Work with the program team on the ground and in the relevant CARE Member Partners to submit timely and accurate financial reporting to the donors

· Identify and effectively manage financial risks. Develop and implement mitigation measures.

· Develop and track master budget to ensure proper coverage of all budget lines

· Provide accurate information and oversee budget development for new proposals

· Support the program team and partners to meet funding needs, including the diversification of funding sources.

· Ensure project budget holders understand and fulfil their responsibilities

3. Assets

· Oversee a centralized asset register is maintained.

· Ensure donor reports for assets are timely completed and submitted to the Country Director and/or CARE Germany

4. Policy Compliance

· Ensure that all donors’ requirements are appropriately implemented as stated in project agreement (IPIA)

· Ensure that CARE’s internal finance management policies are adhered to.

· Optimize the use of resources in the country office so as to make operations as cost-effective as possible.

5. Staff Management, Mentorship, and Development

· Ensure that the Finance team is correctly staffed

· Ensure that the Finance team understands its responsibilities and are able to perform their roles

· Manage the finance team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly

· Incorporate staff development strategies and Performance Management Systems into team building process. Establish result-based system and follow up.

Selection Criteria

Qualifications and Experience

· Qualified finance professional (recognized accounting qualification) with experience of operating in a global and complex organization

· Experience with setting up and managing accounting systems, implementing the CO-based workflows and routines to ensure timely and correct accounting and document quality

· Experience with financial project management and compliance with various institutional donors

· Minimum five years of management experience in a corporate or an INGO environment, including development and implementation of strategic and operational support services.

· Demonstrated leadership and interpersonal skills including the ability to supervise and motivate as well as to coach and develop qualified professional staff,

· Demonstrated ability to plan and organize a substantial workload that includes complex, diverse tasks and responsibilities

· Experience in audit preparation and audit support, experience in taxation, tax declaration and tax audits

· Experience with using Peoplesoft software desirable

Skills and Core Competencies

· Analytical, decision making and strategic planning skills and the ability to handle multiple priorities

· Strictly respect deadlines. Anticipate and communicate on potential roadblocks and how to solve them.

· Competent level skills in core IT applications, particularly MS Office

· Capable of working in an often-remote environment with many interlocutors being based overseas

· Willingness and ability to handle peaks in workload and flexible working hours

· A commitment to the values and principles of CARE

· Experience of exposure to conflict-hit areas and willingness to be based in such areas.

· Strong representation and negotiation skills

· Advanced oral and written communication skills

· Fluency in English required

· Arabic and French language skills are considered an asset

· A certain degree of flexibility is expected, in order to be able to adapt to volatile contexts as well as changing structures of a newly constituted entity.

· Due to the cross-border set-up, Libyan or Tunisian nationals or residents preferred

Working Conditions:

The Finance Manager is part of the senior management team of the Libya country office, which is based in Tripoli, Libya.

Currently, due to administrative restrictions on non-Libyan staff, international staff pertaining to the country office are based in Tunis, Tunisia.

It is anticipated that the Finance Manager will, according to need and upon agreement with country director, perform visits to projects and partners within the whole of Libya, the security and administrative situation permitting.
