Scope of Work

 

Finance Manager – Libya 

Background

The Libya Transition Initiative 4 is a newly awarded USAID program implemented by Chemonics International. The goal of the LTI4 is to establish and manage a quick-response mechanism supporting activities that reinforce stability and build an inclusive and peaceful democratic future.

Position

The Finance Manager – Libya will ensure smooth financial operations within all LTI 4 field offices in Libya. S/he will lead the 5-person Libya-based finance team and will coordinate daily with the counterpart Tunisia-based finance team. S/he will maintain financial management systems to ensure that project-related expenses incurred under the LTI 4 contract are consistent with U.S. government procurement regulations and corporate field accounting policies. S/he will work with other department heads to ensure accurate budgeting, forecasting, and timely project payments. S/he will monitor banking and cash management activities, supervise the process for reviewing and approving field office expenses, and provide compliance support on payments for payroll, procurements, and program activities.

Reporting

The Finance Manager – Libya reports to the Deputy Chief of Party – Operations.

Location

Libya – Tripoli or Benghazi preferred; other locations may be considered depending on candidate

Responsibilities

  • Manage accounting and financial records for cash/in-kind grants and operations to ensure proper stewardship and accounting of funds for in-kind and cash grants, other program activities, and LTI 4 operations, including maintaining funds liquidity and regular financial reporting.
  • Manage project and field accounting systems and internal day-to-day financial operations, including overseeing of payroll.
  • Supervise, train, and mentor finance team members.
  • Manage and monitor project bank accounts, safes, and petty cash funds.
  • Review all local financial transactions (e.g., petty cash, subcontract payments, etc.) into project’s accounting system.
  • Ensure that all back-up supporting documentation and approvals are available before issuing any payment.
  • Ensure all financial documentation is filed in both hard copy and scanned and saved in project digital files.
  • Ensure monthly compliance with local income tax and social security remittances.
  • Manage local financial reporting requirements are completed and performed in a timely fashion.
  • Other duties as assigned.

 

Qualifications

  • University degree in relevant field, such as accounting, commerce, or business administration, or equivalent experience.
  • A minimum of five years of experience in accounting and/or financial management.
  • Experience working with Libyan financial/tax/legal requirements required; working experience on USAID contracts strongly preferred; familiarity with Chemonics rules and regulations is advantageous but not required.
  • At least two years of direct supervisory experience managing a team.
  • Excellent working knowledge of software applications such as MS Word and MS Excel, and of at least one major accounting software system.
  • Ability to communicate effectively, both verbally and in writing, to prioritize tasks and meet deadlines consistently, and to lead a team in doing the same.
  • Ability to work in a professional and cordial manner with colleagues, visitors, and the public.
  • Fluent Arabic is required, English proficiency is acceptable, although English fluency is strongly preferred.
