Qualification | University Degree in University degree in Emergency Management, Humanitarian Field, International Relations, Social/Political Science, Engineering or other related fields with two (2) years of relevant working experience, (essential). High School Diploma in High School Diploma with four (4) years relevant working experience (essential). |
Sector experience | Minimum of Experience in the field of Humanitarian Affairs/ Development/ Liaison year/s of demonstrable relevant Advocacy / Human Rights experience (essential). Minimum of Relevant experience in working with UN agency or Humanitarian organization is desirable year/s of demonstrable relevant experience in liaising with governmental authorities, particularly security actors, national / international institutions, UN agencies or non governmental organizations experience (desirable). Job description

Role objectives | RESPONSIBILITIES AND ACCOUNTABILITIES
1. Assist and support the Border Governance Programme Officer in implementing the SAR Project portfolio in eastern Libya; 2. Assist in coordinating towards the implementation of SAR portfolio with relevant project partners, such as governmental authorities, national and international agencies, diplomatic missions, partner NGOs and foster close working relationship; 3. Provide inputs for work plans, implementation plans, monitoring and evaluation schemes; 4. Attend the disembarkations conducted by the General Administration of Coastal Security or other government entity and support the provision of humanitarian assistance to migrants, as part of IOM teams and in line with IOM portfolio and agreed internal procedure; 5. Conduct regular visits to the detention centers in the area of responsibility and identify needs, support provision of needed assistance and update information for the use of IOM programs; 6. Provide updates to Programme Officer on effective implementation of the overall SAR activities, verify that implementing partners deliver the planned assistance 2 to beneficiaries within the timeframe and report non-compliances to the supervisor; 7. Assist in collecting information regarding disembarkation and arrests of migrants in eastern Libya, and support with information management and data reporting; 8. Coordinate support with partners in the development and implementation of the capacity building activities for staff, beneficiaries, community structures members and government institutions staff related to migration management; 9. Coordinate support with partner NGOs, community representatives and local government officials the preparation and implementation of the basic infrastructure/rehabilitation activities. 10. Conduct any Travel on Duty as required to support SAR or IBG capacity building activity outside of Benghazi or Libya; 11. Assist and support the implementation of any IBG-related activities as required. 14. Perform other such duties as may be assigned |
