Job Purpose
The Community Liaison Officer (CLO) will report to the Programme Officer. S/he is responsible for providing support and coordination for activities related to the social and economic impact of HALO’s clearance operations
Responsibilities
- Conducting pre- and post-clearance assessments with beneficiaries over the phone or face-to-face.
- Coordinating for and conducting focus group discussions and key informant interviews with beneficiaries according to pre-set guidelines from the Programme Officer.
- Answer the HALO Community Liaison hotline number in a pre-agreed time period and register details as agreed with the Programme Officer.
- Summarize beneficiary questions and feedback and make suggestions to the Programme Officer to improve community liaison activities.
- Synchronise tablets and follow the required Information Management (IM) processes to ensure data is correctly saved and synchronized to the IM department.
- Assist the IM department and operational teams in estimating beneficiary numbers.
- Request and follow up on procurements related to community liaison activities (printing, material design, etc.)
- Collect and write case studies and success stories of HALO’s activities
- Actively take part in the development and improvement of risk education and community liaison materials.
- Take and edit pictures and videos for different communication purposes maintain a photo database.
- Draft and design donor communications such as newsletters, case studies, and reports.
Job Requirements
Essential:
- Fluent in spoken and written Arabic and English
- Bachelor’s degree or equivalent in International Relations, Social Sciences, Economics, Communication, Sociology, Statistics, or another related field
- Confident knowledge of MS Office applications
- No previous association with illegal groups.
- Excellent communication skills
- Aptitude for learning and data collection

Preferred:
- Driving license and ability to drive
- Holds a valid Libyan passport.
- Familiarity with Survey123 or other data collection software
- Photo and video editing skills
- Familiarity with Piktochart or other graphic design tools
