Title: Community Based Case worker

Cesvi has been one of the first INGOs intervening in Libya, as soon as the Arab Spring begun in 2011 and is carrying out a Humanitarian Protection Program in Tripoli and Misrata within different settings, included Gender-based Violence program since 2016.

The project “Protection and Life Saving Assistance to refugees and asylum seekers in Libya”, funded by UNHCR intends to promote a favorable Protection environment for refugees and asylum seekers in Tripoli. Project activities are provided within the Community Development Center and the Social Centre.

Safeguarding Policies

Cesvi has zero tolerance approach to any form of abuse and sexual exploitation as well as bullying and a range of non-sexual abuse of power perpetrated by Cesvi employee and related personnel against any individual (children and adults) regardless of age, gender, sexuality, disability, religion or ethnic origin.
Cesvi takes all the complaints and concerns about violence against children and SEA seriously and it initiates rigorous investigation of complaints indicating a possible violation of safeguarding policies as well as of Cesvi Code of Conduct and of Cesvi Ethical Code.

Specific tasks and responsibilities:

  • Adhere to Children Safeguarding Policy, PSEA Policy, code of conduct, and report concerns.
  • Raise awareness of the affected communities about the safeguarding system and how to report concerns
  •   Coordinate the pool of Caregivers willing to host vulnerable PoCs in need of an accommodation;
  • Identify individuals and households willing to host vulnerable PoCs;
  • Draft and implement adequate and resilience focused Action Plans for PoCs hosted in CB Care Arrangements;
  • Conduct regular follow ups through home visits and phone calls to monitor the hosting conditions and ensure that they respect the rights and dignity of the hosted PoCs, Cesvi’s Code of Conduct, CP Safeguarding and PSEA Policies;
  • Report immediately any violation of Cesvi’s Code of Conduct, CP Safeguarding and PSEA Policies;
  •  Support CP and GBV Case Workers in the drafting the Action Plan and in the follow up of Children and Survivors hosted in Community-based care arrangements:
  •  Coordinate with Psychologists to ensure the conduction of Psychosocial Assessments for the Caregivers identified;
  •  Prepare and participate to Panels for Cash Assistance to Caregivers hosting vulnerable PoCs;
  •  Support the Capacity Building Coordinator in organizing Protection trainings for Caregivers;
  •  Manage and carry out collection, analysis and interpretation of field data and prepare reports;
  •  Collect and store caregivers’ contracts, assessments and any other relevant document;
  •  Represent CESVI in a professional manner in meetings and ensure good cooperation with local partners and other relevant actors;
  •  Participate in multidisciplinary teams, trainings and meetings regarding, among others, child protection, GBV and mental health;
  • Any other duties relating to nature of the job as may be requested by the Supervisor for the best development of Cesvi activities.

Job Requirements

 

  1. University degree in psychology, social work, social administration, social sciences, development
  2. At least 1 year experience with UN or Non‐Governmental organizations
  3. Previous experience with Cesvi is considered as bonus
  4. Previous experience in outreach activities, service mapping and/or community mobilization is recommended
  5. Previous experience in crowd management is a bonus
  6. Experience in case management is an asset.
  7. Trainings in child protection and/or GBV minimum standards and gender mainstreaming are an asset.
  8. Previous experience of work with migrant and refugee communities is an asset.
  9. Good understanding of Protection Principles and Case Management standards
  10. Good command of written and spoken English.
  11. Excellent communication skills is required
  12. Good computer skills especially Microsoft packages.
  13. High attention to details, Good organizational and management skills.
  14. Ability to work with minimum supervision
