Project description | On behalf of the European Union and commissioned by the Federal German Ministry of Economic Cooperation and Development (BMZ), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing its “Decentralisation as a contribution to stabilisation in Libya” programme. The programme is being implemented in collaboration with the Libyan Ministry of Local Governance (MoLG) as well as selected municipalities. Overall, the programme aims at contributing to the improvement inclusive local governance as well as socio-economic stabilization and development in the partner municipalities.

Tasks of the Communication Expert
|
· With guidance from the international expert team, the communication expert is expected to perform the following tasks:
· Facilitate the design and roll out of internal and external strategies for communication and outreach for the projects implemented by GIZ and its partners at all levels; · Assist in the development of a comprehensive communication strategy linked to key indicators and benchmarks of the GIZ programmes; · Elaborate reports and publications which satisfy the communication needs of the commissioning partners of GIZ; · Support the implementation of the visibility strategy outlined by EU and the BMZ as well as other commissioning parties of GIZ; · Analysis of information needs of specific target groups and GIZ partners; · Support awareness campaigns targeted to specific audiences which are easily understood by various stakeholders; · Prepare press releases to promote GIZ activities; · Support translations of relevant documents and during workshops; · Finalize documents and prepare layouts and final editing for the publication of project reports, documents, brochures and flyers; · Elaborate and support outreach and PR events, media briefings, updates and press releases, web stories on project initiatives; · Elaborate and place featured stories on international, national and local Libyan media outlets; · Contribute to data collection as well as GIZ and project M&E systems; · Gauge the impact and the effectiveness of communication strategies implemented and the general perception regarding reform-related initiatives; · Perform other tasks as necessary and as requested by the Head of the Project or the responsible component leader; the Communication Experts operates under the overall guidance of the Director of Programmes.

Professional experience
|
The necessary qualifications for the position of the Communication Expert within the programme are:
· Advanced degree in Journalism, Communications, International Relations/Public Affairs, Journalism, Marketing, Political Science, local government or other related field to the tasks described; · Proven writing and editing skills, with a strong command of English and Arabic and an ability to convey complex ideas in a creative, clear, direct and lively style; · Ability to lead research efforts to identify and map intended audiences; · Ability to translate M&E findings into communicable messages and stories; · Strong diplomatic, interpersonal and team skills and demonstrated client orientation; · Moderation skills in English and Arabic; · Proven intellectual leadership and demonstrated understanding of the use of traditional and emerging media in support of policy reform processes desirable; · Ability to leverage communication tools and methodologies (such as online monitoring, web analytics, surveys or other measurement tools) and to develop and analyse communications performance indicators desirable; · Knowledge of the Libyan Local government landscape at national and local level is highly desirable; · A minimum of 5 years progressively responsible professional work experience in in communications, public relations, or/journalism; · Proven experience in the field of strategic communication in post-conflict and transitional environments and/or in the context of reforms is highly desirable; · Good knowledge of the local government sphere is desirable; · Prior experience in the media at international level desirable; · Experience in multi-stakeholder analysis/engagement and Knowledge Management desirable.

Other knowledge, additional competences
|
· Team-orientated, as well as ability to work independently;
· Ability to function well in a multi-cultural and diverse environment; · Excellent working knowledge of ICT technologies and computer applications (e.g. MS Office); · Excellent verbal and written English and Arabic language abilities. German and French are an asset.

The Communication Expert will
· Be based in the GIZ Libya Office in Tripoli; · Have to regularly travel to partner municipalities; · Have to travel abroad on missions and for training; · Have to engage with stakeholders on international, national and municipal level. |
