Job Description
Title: Cash Officer
Cesvi has been one of the first INGOs intervening in Libya, as soon as the Arab Spring begun in 2011 and is carrying out a Humanitarian Protection Program in Tripoli and Misrata within different settings, included Gender-based Violence program since 2016.
The project “Protection and Life Saving Assistance to refugees and asylum seekers in Libya”, funded by UNHCR intends to promote a favorable Protection environment for refugees and asylum seekers in Tripoli. Project activities are provided within the Community Development Center and the Social Centre.
Safeguarding Policies
Cesvi has zero tolerance approach to any form of abuse and sexual exploitation as well as bullying and a range of non-sexual abuse of power perpetrated by Cesvi employee and related personnel against any individual (children and adults) regardless of age, gender, sexuality, disability, religion or ethnic origin.
Cesvi takes all the complaints and concerns about violence against children and SEA seriously and it initiates rigorous investigation of complaints indicating a possible violation of safeguarding policies as well as of Cesvi Code of Conduct and of Cesvi Ethical Code.
Specific tasks and responsibilities:
- Adhere to Children Safeguarding Policy, PSEA Policy, code of conduct, and report concerns.
- Raise awareness of the affected communities about the safeguarding system and how to report concerns
- Cesvi Cash Officer will work, in compliance with Cesvi policies and Code of Conduct, closely with Persons of Concern, mainly refugees, asylum seekers and their families. S/He will be in charge of all the cash activities taking place in the CDC.
- Specific tasks and responsibilities:
- Effective counselling to PoCs in order to identify selected beneficiaries for cash assistance and other support needed;
- Attend Focus Group Discussions;
- Update Cash Distribution Lists and keep tracks of receipts;
- Collect receipts of hand-over/;
- Dealing with scheduled payments of POCs;
- Participate in multidisciplinary teams, trainings and meetings;
- Manage and carry out collection, analysis and interpretation of field data and assist in writing reports;
- Represent CESVI in a professional manner in meetings and ensure good cooperation with local partners and other relevant actors;
- Help with the management of cash distribution flow and give support to everything related to cash distribution;
- Assist in performing other tasks as requested by the Cash Assistance Coordinators/Project Managers.
- Respect CESVI’s Standard Operating Procedures and Code of Conduct for the Confidentiality and the Prevention of Sexual Harassment.

Job Requirements
- University degree in social work, social administration, social sciences, development
studies, finance or a relevant field is an asset. - At least 1 year experience with UN or Non‐Governmental organizations
- Former experience in Cash based project is a plus
- Previous experience of work with migrant and refugee communities is recommended.
- Previous experience with Cesvi is considered as bonus
- Experience in Case management is an asset.
- Good command of written and spoken English.
- Good computer skills especially Microsoft packages.
- Good organizational, attention to details and proactivity are mandatory.
- Ability to work with minimum supervision
