Job Description
Cesvi has been one of the first INGOs intervening in Libya, as soon as the Arab Spring begun in 2011 and is carrying out a Humanitarian Protection Program in Tripoli and Misrata within different settings, included Gender-based Violence program since 2016.
In response to the current situation in Libya, Cesvi is providing specialized case management services in Misrata to increase the capacity of women, men, boys and girls to prevent and respond to protection incidents and risks, including Gender Based Violence (GBV).
The Case Management is a collaborative and multi-disciplinary process to assist survivors of violence and abuses. It seeks to empower the assisted individuals by assisting them in identifying their needs, rights, wishes as well as skills and capabilities, informing them about all the options and services available. This process ensures that the case workers follows up with the protection needs according to the client-centered approach, in a coordinated way to ensure access to appropriate, accessible and good quality services (including health care, legal, psychological and social support).
The Case Management team leader/supervisor is responsible for ensuring that staff are trained and prepared for their case management role to provide quality care, and should regularly monitor General Protection and GBV Case Workers’ practice. S/he is responsible for the overall planning, organization and implementation of the Case Management, Psychosocial Support (PSS), awareness raising, capacity building initiatives in Misrata and coordination with local partners and organizations.
Specific tasks and responsibilities:
- Supervise the mapping and the enhancement of services (public and private, national and international) focused on the provision of medical and social support to all target communities.
- Provide regular and consistent support, advice, direction and quality oversight to Case Management services, including the identification, assessment and referral of beneficiaries to appropriate services;
- Monitor the work and caseload of Case Workers and offer support towards emotional well-being and performance of staff;
- Ensure regular individual supervision, case file reviews and group supervision, and lead case coordination meetings as needed;
- Ensure staff are trained and prepared for their Case Worker role;
- Be on-hand for consultation in emergency situations;
- Coordinate and strengthen efforts to raise awareness and sensitization on General Protection and GBV principles and services in the community;
- Manage the Helpline and referral of persons in need of assistance;
- Promote and maintain good standards of work – making good practice a standard way of working, and supporting staff to do things in accordance and respect Standard Operating Procedures (SoPs);
- Monitor documentation, safe data collection and storage of sensitive information including General Protection Case Management tools and on GBVIMS+/Primero platform.
- Offer instruction and training for case filing.
- Provide the team with technical guidance, capacity building and direction for effective planning, implementation and monitoring of the activities;
- Liaise with the Psychologist, the Protection Team Leader and any other staff to implement a shared plan and address identified needs;
- Contribute in designing life skills activities and awareness sessions and coordinate activities in the community;
- Contribute in designing and delivering capacity building trainings to local actors and communities on Case Management, PSS and other relevant initiatives;
- Drafting and submitting weekly reports to the Area Program Manager Misrata and the CP/GBV specialist;
- Respect Cesvi’s Standard Operating Procedures and Code of Conduct for the Confidentiality and the Prevention of Sexual Harassment;
- Participate at Working Groups, team meetings and trainings;
- Represent Cesvi in a professional manner in meetings and ensure effective cooperation with local partners and other relevant actors;
- Coordinate with other relevant stakeholders in order to ensure coordination, implementation of common standards in the field and consideration of protection issues;
- Fulfil any additional tasks as requested by the Area Program Manager Misrata and the CP/GBV specialist;
- Hand over the tasks with a proper and accurate handover report at the end of contract.

Qualification and Experience
– Minimum Education: Bachelor’s Degree, preferably in relevant field (social sciences, social work or psychology.)
– One year of experience in the field of Case Management, Psycho Social Support and protection.
– Experience working in international setting and humanitarian programme.
– Fluency in Arabic and strong written and spoken English skills.
– Excellent drafting, interpersonal, interviewing and communication skills.
– Demonstrated ability to work with highly vulnerable groups.
