Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.
The association leads, on average, 190 projects each year in the following sectors of intervention: protection, food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France.
Première Urgence Internationale has been operating in Libya since 2017, particularly in the regions of Benghazi and, from 2019, in Al Kufra, to strengthen the resilience of the most vulnerable populations affected by ongoing crises, improve their access to essential services. The organization’s intervention in the country is built upon an integrated approach combining the provision of comprehensive primary healthcare services, psychosocial support, protection assistance, WASH activities, and infrastructure and rehabilitation. Première Urgence Internationale develops public infrastructures’ rehabilitation and restoration in areas affected by several years of conflict. Additionally, during the COVID-19 crisis in Libya, the organization adapted its intervention to include Infection Prevention and Control and COVID-19 awareness activities. |
Job Description |
Overall purpose |
Under the direct supervision of the Area Coordinator and in collaboration with the Medical Coordinator (MedCo), the Program Manager (PM) supervises the implementation of all activities in Benghazi and Kufra areas. The PM monitors the effective implementation of the programs at the base level and monitors PUI’s contractual obligations and reporting. The PM is also responsible for representing PUI on programmatic issues to other humanitarian actors and to technical and administrative state authorities at the local level.

Tasks and Responsibilities |
· Strategic Development, follow-up of operations and reporting: Coordinate the project teams through the activity managers and ensure the proper implementation of the operational and qualitative aspects of the projects including but not limited to projects’ timeline and AID budget expenditure follow-up, monitoring the progress of the projects and achievement of targets. Ensure that contractual obligations are respected and coordinate the writing of reports. Ensure that the programs developed are in line with PUI’s mandate and strategy and will propose new interventions according to the evolution of the humanitarian situation in the region.
· MEAL: Ensure smooth coordination between the MEAL and program team, to facilitate the implementation of the activities of the MEAL department, as well as the design of relevant tools. · Representation: Participate in technical forums (working groups) at the local level, and represent PUI in front of key project stakeholders Assist the Area Coordinator in coordination meetings with political and administrative authorities. · Human Resources: Supervise directly the work of 4 staff, including one Activity Manager, one Pharmacist, one Team Leader and one MEAL Officer, ensuring the compliance with PUI Internal Regulation and HR procedures. Logistics and Administration: Coordinate closely with the Logistics and Administrative departments to ensure smooth and timely procurements, accurate AID budget and programme team recruitments follow-up. |

3. REPRESENTATION AND COLLABORATION
· Represents PUI before local actors and key stakeholders involved in the implementation of activities and ensures good relations are maintained with each of them (consistent with the principles of neutrality and independence of PUI). · Does not act out of his/her role in representing PUI before external actors, and reports any concerns regarding PUI representation (ie. External actors, journalists, local authorities) to the Area Coordinator. · In agreement with the Area Coordinator and relevant technical coordinators, attends coordination meetings on relevant medical matters when they take place, and participates actively.
· Under the supervision of the Area Coordinator, in the event of visits from donors to health facilities, participates actively in the preparation and the smooth organization of the visit. · Collaborates with other organisations when required · Participate in elaboration and update of stakeholders and actors mapping in the geographical area of intervention.

5. SAFETY AND SECURITY
· Ensures that the safety plan is known by the teams falling under his/her responsibility, and that safety rules are respected. · Contributes to data collection on safety issues in his/her teams and disseminates them to the Area Coordinator regularly or on an ad-hoc basis if urgent. · Must ensure that all activities are appropriately and safely conducted. · Under the supervision of the Area Coordinator, ensures that members of his/her team, and daily paid workers, are provided with safety gear adapted to their activities. · He/she is responsible, under the guidance of the Medical Coordinator, for the training of the technical aspects of using PPE: personal protection equipment. · Under technical guidance of of the Medical Coordinator, is responsible for the technical training of health care waste management. |

In General, the Collaborator has to remain flexible and to perform any other duties as required for the good care of patients

Team Management |
Direct management: 1 Activity Managers + Team Leader + 1 Pharmacist, 1 MEAL Officer increasable in case of new fund opportunities.
Indirect management: 10 staff, increasable in case of new fund opportunities. |
