Job Description

The project ‘Protection and Life Saving Assistance to refugees and asylum seekers in Libya’ funded by UNHCR, intends to promote a favorable protection environment for refugees and asylum seekers residing in Libya.

MEAL is an independent unit in Cesvi which collects, verifies, and analyzes data to report on project successes and challenges, and to identify ways to improve project design and implementation, as well as accountability to beneficiaries.

The Meal Officer (PDM) will be mainly dedicated to the monthly data collection activities  through Post Distribution Monitoring for cash and NFI’s distribution activities, and manage data collection and analysis together with field protection, cash, and outreach teams.

Specific tasks and responsibilities:

  • Monthly data collection through Post Distribution Monitoring (PDM) interviews conducted via phone or face to face for cash and NFI distribution response and participating in interviews, focus group discussions and reviews
  • Cleaning and analyzing project monitoring and evaluation data mainly from PDM
  • Drafting evaluation reports, including findings and making recommendations.
  • Contribute in updating the PDM questionnaires for cash and NFI assistance
  • Monitor progress on achievement of results.
  • Provide input, information, and statistics for weekly, monthly and final report.
  • Assist the project personnel with M&E tools and in supporting them in their use.
  • Represent CESVI in a professional manner in meetings and ensure good cooperation with local partners and other relevant actors;
  • Keep abreast of developments and understand the latest information on data protection, confidentiality and other legal issues that impact on the protection of vulnerable groups or individuals;
  • Assist in any other duties relating to nature of the job as may be requested by the Supervisor for the best development of Cesvi activities
  • Respect CESVI’s Standard Operating Procedures and Code of Conduct for the Confidentiality and the Prevention of Sexual Harassment.

Job Requirements

  • Bachelor’s degree in international development or a related field; Master’s Degree a plus
  • Experience with MEAL, or data collection, survey implementation is preferred
  • Experience in MS Office (Excel, Word, PowerPoint), data entry into online databases and
  • forms, and working with various office equipment
  • Data analysis experience, both quantitative and qualitative
  • Fluent spoken and written English and Arabic
  • Good command of Microsoft Excel, Word and Outlook – Required
  • Ability to organize work efficiently and deliver assignments in a timely manner often under
  • time constraints
  • Ability to work effectively remotely as a team member and with minimal supervision
  • Strong communication skills and abilities to mobilize beneficiaries and local stakeholders
