General Information

The organization

Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political, and nonreligious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, natural disasters, wars, and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads an average of 190 projects per year in the following sectors of intervention: food security, health, nutrition, infrastructure, WASH, and economic recovery. PUI is providing assistance to 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France in 2017.
PUI started implementing operations in Libya since 2017, so far, PUI is focusing on the health care issue, by providing primary health care (PHC) services to internal displaced populations and their host communities, migrants refugees and asylum seekers  in the eastern cities of the country. PUI is recreating an access to essential package of health care including communicable and noncommunicable diseases, medical screening, sexual and reproductive health and psychosocial support interventions via Mobile Health Teams. Furthermore, PUI is reinforcing sensitization, communication and prevention on health care topics within the communities. PUI is starting a new project aiming to enhance access to quality care for patients suffering from noncommunicable diseases at primary health care level. This project will be implemented in two pilot sites and is supposed to provide care pathways for patients including diagnosis, treatment, health education and referrals to public structures in order to follow up on the stabilization of the diseases and to avoid complication. This new project is funded by the EU Delegation to Libya, the management is insured through a consortium composed out of three organizations: IRC as consortium lead, PCI and PUI as members.

  Job Description

Overall purpose

Under the supervision of the NCD Project Activity Manager (NCD AM) and in collaboration with the Mentor for medical doctors, the Health Promotor ensures the implementation of national medical protocols by MoH staff regarding health promotion and health education thought mentorship relationship in the 2 target sites (PHCC) in Benghazi.

Responsibilities and scope of duties

 
Programs (mentorship): Ensures proper implementation and monitoring of the health program falling under his/her responsibility through mentorship relationship with MoH staff regarding health promotion and health education, while observing PUI’s health policy, EU Delegation partners’ recommendations and WHO guidelines for NCD care.

Develop IEC strategy

 Representation: Represents the association before partners, authorities and local actors involved in the implementation of medical programs.

Coordination and reporting
1.Specific objectives and linked activities
ENSURE IMPLEMENTATION AND MONITORING  OF NCD PROTOCOLS IN MoH PILOTE SITE (MENTORSHIP)  Plan and prepare information, education and communication sessions for targeted persons in accordance with EU Delegation consortium technical guidance, to national protocols and WHO recommendation.
The contents of the HP activities are prepared by the technical committee piloting this project composed out of PUI, IRC and PCI 
Ensure availability of IEC tools (support and materials) prior to any session;
Conduct individual and group health and hygiene education and sensitization sessions on topics decided jointly with the Mentor for Medical Doctors and the NCD Project Activity Manager,  
Ensure follow up of these sessions, their quality and efficiency. This can be done in either the clinic or in the community settings;
 Accept referrals from Health Facility staff for patients requiring further health education and promotion support; 
Raise awareness of PUI health services among Health facility team members; 
Organize PUI participation in public health events (World Diabetes Day, for example) in the assigned area of intervention; 
Improve PUI health services by working closely with clinical staff to create a broader understanding of the health situation of the local community;
Conduct field visits to observe and suggest improvements of the activities, and implement solutions;  Conduct home visit and follow up visits to the patients and their families upon request;
 Actively partake in relevant data collection related to health and hygiene promotion;
 Participate regularly to training and or refresher training and or program workshops sessions or information sessions in order to maintain an updated knowledge about health and hygiene related topics;
 Maintain regular contact and collaboration with the community leaders, local authorities and local NGO of the target area for patient referral and follow up.
 Contribute to develop linkage with local NGO and partnership upon manager’s request. 
Collect data on the appropriate tool (forms, register or tablet) about sensitisation sessions conducted and forward to the her/his line manager for central compilation in the daily report;
 Report on a daily and weekly basis to the medical doctor Mentor and to the NCDP AM;
 Analyse the data with the rest of the project team and take lessons to feed back into future planning (type of messaging, way of conducting sessions etc.); 
Keep the data collection tools and files archived in Première Urgence Internationale office, accessible to the medical team; 
Design and submit a weekly task report to the NCDP AM; 
Help in ensuring the quality of the project through reporting follow up, results monitoring, context monitoring, lessons learned and knowledge management, tools development and trainings.
 2. DEVELOP INFORMATION, EDUCATION AND COMMUNICATION STRATEGY   Participate in the initial needs assessment at target communities’ level: facilitation of focus group discussions, visits to sites, and meeting with key members of community;
 Contribute to the development of IEC material and support (leaflets, posters, etc.) and ensure the activity is following an interactive and participatory approach and use medical team’s data and experience to adapt and make appropriate the sensitisation messaging;
 In coordination with the Mentor for MDs and NCD Project Activity Manger, insures the availability of sufficient stocks of IEC tools and equipment in the intervention sites, when organizing and external activity, insures that all required tools and materials are available and functional
3. ENSURE THE REPRESENTATION OF PUI BEFORE HEALTHCARE PROVIDERS ENSURE THE REPRESENTATION OF PUI BEFORE HEALTHCARE PROVIDERS   Represents the organization before local actors involved in the implementation of project’s activities in Benghazi, and ensures good relations are maintained with each of them (consistent with the principles of neutrality and independence of PUI).  Does not act out of his/her role in representing PUI before external actors, and reports any concerns regarding PUI representation (ie. External actors, journalists, local authorities) with the NCDAM and the HPM.
 Under the supervision of the NCD Project AM, in the event of visits from donors to health facilities, participates actively in the preparation and the smooth organization of the visit.
4. OTHER DUTIES 
 Be aware of the security rules and social and political situation in the field at any time and provide feedback to the NCD activity manager/Health project manager
Follows safety and security rules on-base 
Be aware and apply the Internal Regulations (IR) PUI for the mission
Participates in identifying health-related needs in coordination with the DHOM, the MedCo, the HPM and the NCD AM.
Mentorship relationship
Mentorship to the health professionals working in the supported health facilities regarding health and hygiene education
In General, the Collaborator has to remain flexible and to perform any other duties as required for the good care of patients
