Job Description
Job Overview/Summary: Under the supervision of the Human Resources Officer, he/she is responsible to support the HR Officer and HR Manager in all HR processes and functions especially in Tripoli Office. The role will encompass a range of tasks that will require skills in prioritizing and managing competing demands. The post-holder will be privy to private and sensitive information and will need to be able to maintain confidentiality.
Major Responsibilities
Proactively provide informed and confidential advice for any staff on the IRC HR policies, conditions of employment, staff handbook, performance management, learning and development, and ensure proper application, knowing when to raise to the HR Officer.
Prepare national staff contracts and renewals; promote employee adherence to HR policies and maintain compliance with all labor laws.
Prepare employees’ work certificates upon request.
Maintain compliance with IRC’s time and effort reporting requirements.
Any other responsibilities and tasks requested by the line manager
Performance Management
Assist the HR Manager and Officer in observing the implementation of the Performance Management process and probation system, ensuring that it operates equitably and consistently across the organization
Follow up with managers on all aspects of the performance management cycle: setting goals, giving feedback, addressing poor performance, and annual review.
HR Database Administration
Assist in maintaining an updated list of the employees and data.
Maintain proper filing for newcomers by following up with them on their legal documents required for file records completion
Maintain accurate records of staff leaves and ensure all staff are aware of entitlements and procedures for applying for leave
Maintain a comprehensive confidential electronic and paper filing system for all employees
Onboarding
Ensure that inductions of the new recruited are planned with relevant line managers and are in line with the IRC standards
Assist in the preparation of the monthly cycle orientation for all new staff.
Assist in requesting all creation and termination for email accounts
Leavers and Exit Procedures
Ensure all IRC assets are returned (ID card, Access card, Laptop/accessories, etc…) and ensure there is no pending financial liabilities on the leaver.
Ensure exit interviews are carried out with all staff leaving the IRC and undertake analysis of these.
Employee and Workplace Relations
Assist and support the HR Manager and HR Officer with employee relations’ cases including grievances, disciplinary procedures, performance issues, redundancies, dismissals.

Qualifications
Job Requirement
2 – 3 years of experience in human resources, administrative or related field; Professional experience with INGOs/NGOs and/or international experience is a plus;
Experience in managing Human Resource Information systems for large numbers of staff
Demonstrated Skills and Competencies:
Written, presentation and verbal communication skills; ability to convey information effectively and solid experience providing training and staff development in English and Arabic.
Proven sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution.
Excellent team member with experience of working diverse work group.
Excellent management, interpersonal and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross-cultural context.
Desire to continually learn and develop is a must
Microsoft office skills
Language Skills:
English and Arabic fluency required.
