Job description

Overview of position | The Murzuq district in southern Libya, historically a vibrant trade hub, is currently facing the repercussions of ongoing conflict, leading to violence, economic distress, and ethnic tensions. In recent years, clashes have erupted between rival factions and ethnic communities, resulting in significant displacement and economic disruption, and contributing to regional instability.
This conflict has disproportionately impacted vulnerable groups, including internally displaced persons (IDPs), women, children, and the elderly, who face challenges in securing livelihoods and accessing essential services. Despite these difficulties, a positive development occurred in 2022 with a reconciliation agreement signed between Tebu and Ahali leaders, fostering hope for peace and cooperation.
Addressing these complex challenges requires a comprehensive mapping exercise. This initiative aims to identify the specific needs of communities, focusing on IDP challenges, livelihoods, access to services, social cohesion, and climate change. The mapping exercise seeks to inform targeted interventions, aligning with the local and international partners’ efforts to rehabilitate Murzuq and facilitate IDP return. The ultimate goal is to empower vulnerable populations and contribute to the town’s recovery. |
Role objectives | Scope of Work:
1. Desk Review:
• Work in tandem with Accelerator Lab Libya to conduct a thorough desk review, examining existing data from governmental and non-governmental sources related to Murzuq’s current challenges and vulnerabilities.
2. Stakeholder and Community Consultations:
• Collaborate with the Accelerator Lab in organizing and participating in stakeholder and community consultations, including meetings, interviews, and workshops. Ensure active engagement with members of the Tebu and Ahali communities, fostering a participatory and inclusive process.
3. Analysis of Findings:
• Work in cooperation with the Accelerator Lab to analyze the gathered information, identifying vulnerable groups, major challenges, and assessing the current statusof access to public services, employment, livelihoods, social cohesion, and the effects of climate change on the populace.
4. Drafting Comprehensive Report:
• Collaborate closely with the Accelerator Lab in drafting a comprehensive report that delineates the specific needs and concerns of vulnerable groups in Murzuq, offering a nuanced understanding of their circumstances. The findings will be presented in a manner that aligns with the Accelerator Lab’s objectives and research framework. Simultaneously, propose sets of recommendations based on the research findings. These recommendations will be tailored for both Libyan government stakeholders and the international community, providing actionable insights to address the identified challenges and contribute to the sustainable development and recovery of Murzuq.
The consultant is expected to work closely with the Accelerator Lab throughout the entire research process, ensuring a cohesive and integrated approach to mapping vulnerabilities in Murzuq. The outcome of this consultancy will play a pivotal role in informing future initiatives by the our client , the Libyan government, and international partners in the region.
