Overview of position | Through the Stabilization Facility for Libya (SFL), UNDP is working rapidly to respond to crises by undertaking projects to help stabilize the country and instill trust and confidence amongst communities, and between communities and the government. In many areas of Libya, the level of destruction from conflict is overwhelming. Aerial bombardments of 2011 and artillery onslaughts from the continued fighting as well as deterioration of infrastructure from neglect left many areas barely habitable. Schools, hospitals, roads, bridges, public buildings and homes are heavily damaged and contaminated by unexploded ordnance and IEDs.
The SFL aims to bridge the critical period of transition from initial period of humanitarian relief towards mid-term and long-term structural and sector-specific support. It includes time-bound quick interventions at the municipal level that seek to strengthen national unity and reinforce state authorities for all Libyans through support for local stability through the provision of concrete improvements and peace dividends at the community level through rehabilitation of critical infrastructure, building the capacity of local authorities to address the needs of their population, and enhancing local mediation and conflict resolution capacities and processes.
The SFL is Libyan-led, with the Prime Minister or his representative chairing the Board jointly with the Deputy Special Representative of the Secretary General, and the activities are being implemented in cooperation with Libyan local authorities. The stabilization activities are guided by quick needs assessments and consultations with local authorities and other relevant local stakeholders, such as civil society organizations. The Facility is initially limited to specific localities depending on available funding, but scalable to encompass the entire state territory.
The SFL supports three activity sets, each with a dedicated output:
• Output 1: Light Infrastructure Rehabilitation;
• Output 2: Immediate Capacity Support for Municipalities and Local Service Delivery Partners; and
• Output 3: Strengthening Local Conflict Analysis, Dialogue and Mediation Capacity.
Since December 2016, the SFL has worked in cities across the country to help the Government and communities progress towards peace. The Facility works with the Ministry of Planning, line ministries, public service companies, municipal councils, civil society and other local leaders, to establish priorities for infrastructure, government capacity support and conflict mediation activities. Work is carefully sequenced to ensure that what needs to be done first, is done first.
In each municipality where SFL works, it has, or will have, a partner organization which conducts, and updates conflict analyses, enables the formation of a local peace structure and helps to strengthen it, facilitates agreement on a local stabilization goal and continued review of progress towards it, and builds local capacity to monitor conflict risks and manage those that arise.
Following independent review of the SFL undertaken by external consultants in 2018, several recommendations have been made to build on success and improve some of the programme components, including significant increase in support to municipalities. During the period from 2020 to 2021, an international consultant has support three municipalities – Bani Walid, Derna and Ghat – to prepare a medium-term development plan with a resource mobilization strategy. The consultant and project have coordinated closely with the main government partner, Ministry of Planning (MoP), on the initiative which led to a shift in the approach that will be applied in 2022. In 2021, progress in each of the three municipalities has evolved to phase III which is the identification of priority costed investment projects to serve the development objectives of the municipality. Now, the SFL seeks an International Consultant to assess the municipal capacities to implement the developed medium-term development plan. |

Role objectives | At the municipal level, the SFL intends to design a priority-based capacity building package to support the municipalities of Kikla, Ghat, Bani Waleed and Darna – who are in the final stages of preparing strategic, medium term, priority oriented local development plans – both raise funds to finance the nominated projects in their plans, and oversee the implementation of these projects. This support is envisioned to be based on capacity assessment methodologies and tools widely used in international development but adopted to the Libyan context and the methodology used to prepare the plans. Based on the findings and outputs of this mission, the Facility (or subsequent UNDP projects) could support the delivery of a short-term capacity enhancement package in dialogue with the four municipalities and other state authorities.
The Consultant will develop and adapt the assessment methodology to the Libyan context through visits to the field (whenever possible), engagement with the SFL project manager and the international municipal planning and development consultant who is overseeing the preparation of plans in the above mentioned locations, relevant government partners (namely MoP and MoLG) and other stakeholders.
Specifically, the Capacity Assessment Consultant will be responsible for the following tasks:
· Conduct a preliminary review of industry standard capacity building assessment tools and methodologies and select those most suited to the Libyan context;
· Connect with the international municipal planning and development consultant & become familiar with the plan preparation methodology and its outputs.
· Based on two tasks above, prepare and share preliminary capacity building package with SFL manager and international municipal planning and development consultant.
· Become fully familiar with the Libyan municipal planning and governance structure and reflect that on the proposed capacity building package.
· Develop the capacity building package and its implementation plan in the different locations.
· Share, discuss and if necessary adjust the capacity building package with the international municipal planning and development consultant.
· Prepare a short report on the use of the capacity building package in Libya for sharing with relevant stakeholders (EU, GIZ, UK local governance support initiative etc.); and
· Prepare a short manual for the application of the capacity building package in the four locations.
· Prepare and conduct a one-day (in-person) Public Private Partnership Principles training event to the Task Forces.
· Write a final report incorporating all the above.
