The Accountant/Logistician contributes to the elaboration of the base and Project accountability and support in the proper implementation of purchase activities from the request to the delivery and for proper archiving of the procurement dossier.

Accountant (50%)

Objective 1: Manages TDH accountancy, under the supervision of the Country Administrator.

  • Daily management of TDH Project expenses and weekly reconciliation and daily cash inventories for TDH accounts under his/her responsibility.
  • Checks all the invoices for the given project vs all the financial lines.
  • Ensure daily registration of accounting entries and filing of accounting documents.
  • Supports the Project Manager in the allocation of resources (financially) and in the preparation and update of the BFU.

Objective 2: Support the Project Manager in all accounting and administrative issues related to the local partner’s activities.

  • Supervision of financial reporting, including supporting documents, of the local partner on the basis of the MoU that will be signed at the inception of the project.

Objective 3: Ensures compliance with all TDH procedures, donor procedures and all laws of the Country, both for TDH and Local Partner(s).

Objective 4:  Reports, Capitalization and Communication

  • Ensures proper archiving and scanning of financial agreements, amendments, reports and all correspondence with donors.
  • Assist the Country Admin and PM in the preparation of Interim and Final Financial Reports, audit inquiries and requests for financial information.

Logistician (50%)

Objective 5: Ensures proper implementation of Procurement activities.

  • Understands TDH procurement policies and procedures, including the thresholds and procedures for each market.
  • Accepts/Receives Procurement Requests (PR) coming from different offices for processing.
  • Analyze the PR with the Project Manager and/or the Administrator and have them validated according to TDH procedures.
  • Ensures the correct signatures are obtained according to the threshold amounts; request technical specifications when needed.
  • Prepares tendering documents (Single Offer, Request for Quotations, Invitation to Bid, Open/Restricted National/International Tender) for all materials, equipment, works and services ordered for the projects in a cost-effective and transparent manner in line with TDH and donor/s specific policies;
  • Assist the PM in preparing contracts and ensure their signatures by persons qualified to do so;
  • Updates the PM and Administrator about the status of the request from the start of the procurement till the time of delivery of the item/s and on deadlines for the payment of suppliers;
  • Accepts/Receives Purchase Orders (PO) and obtain the correct signatures as required by the threshold amounts. Ensure the proper documents are sent to the Admin for them to release the payment;
  • Support in Preparing and filing all supporting documentation according to donor/s and TDH procedures;
  • Brings immediately to the attention of Country Admin and/or Country Delegate any evidence of fraud, waste, abuse, or any illegal or suspicious activity with any supplier, vendor, contractor, or anyone part of the procurement process within or outside of TDH.

Objective 6: Security

  • Respects the security rules specified in the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicates to the responsible for the security of the working location any security related information or noncompliance with the security plan.

Objective 7: Supports humanitarian activities of Terre des Hommes.

  • Supports the interventions of the organization as per the employee’s abilities.
  • Supports any activity that helps reaching our humanitarian goals, as per the employee’s abilities.

Requirements:

  • Bachelor’s degree in finance, Business Administration, Accounting
  • Experience of 2 years in a similar position, preferably in iNGO
  • Fluent in Arabic, Good English speaking & writing skills.
  • Procurement processes, business regulations, negotiation skills and suppliers’ management
